1. The Romulan Charter of Rights, Freedoms, and Responsabilities guarantees the rights and freedoms and the responsabilities of all Romulan citizens. They are set out in it subject only to such reasonable limits prescribed by the Praetor as can be justified in the Romulan Star Empire.

5. There shall be a sitting of the senate and of each provinicial legislature at least once every month.
6. In time of real or apprehended war, invasion, insurrection, or counterinsurgency, the senate may be continued indefintely as decided by the Praetor and the senate based on a open vote.
7. (1) Every Romulan citizen is equal before and under the law and has the right to the equal protection and equal benefit of the law without discrimination and, in particular, without discrimination based on race, national or ethnic origin, colour, religion, sex, age or mental or physical disability.
(2) Subsection (1) does preclude those who have violated any part of section three, the responabilities of Romulan citizens.
8. Romulan is the only official language of the empire and every one has the right to use this language. The governemnt reserves the right to determine if increased bilingualism harms the national unity f the empire.
9. (1) The statutes, records and journals of the senate shall be printed and published in Romulan and shall be made aviable to the public as long as the information contained within the records does in no way comprimise vital and strategic information of the empire.
10. Any member of the public in the Romulan Empire has the right to communicate with, and to receive available services from, any head or central office of an institution of the senate or government of the Romulan Star Empire in the Romulan language
11. (1) The senate based on a open vote under the direction of the Praetor may expressly declare in an Act of senate, that the Act or a provision thereof shall operate notwithstanding a provision included in this Charter.
(2) An Act or a provision of an Act in respect of which a declaration made under this section is in effect shall have such operation as it would have but for the provision of this Charter referred to in the declaration.
(3) This provision shall be part of this charter indefintly unless revoked by the senate based on a open vote under the direction of the Praetor.
