The Romulan Constitution

"As a basic part of Romulan law, let it be said that all loyal citizens are created equal in honourable potential. All citzens are granted the freedom to treat and be treated according to their value"-Tarkrka Neregh

The following is the Romulan charter of rights, freedoms and responsibilities.

1. The Romulan Charter of Rights, Freedoms, and Responsabilities guarantees the rights and freedoms and the responsabilities of all Romulan citizens. They are set out in it subject only to such reasonable limits prescribed by the Praetor as can be justified in the Romulan Star Empire.

2. Everyone has the following rights and freedoms:

  1. The rights of freedom of speach, and association
  2. The right to apprehend any individual if one judges him to be the enemy of the Romulan Empire.
  3. The right to present a defence at legal trial, except treasonable actions against the Empire
  4. The right for all male and female Romulan citizens that are sixteen years of age to serve a mandatory service period of ten years in the Romulan Armed Forces
  5. The right to commit suicide unless one is a member of the Romulan Armed Forces

3. Everyone has the following responsabilities towards the Romulan Star empire:

  1. To not commit any action which opposes the interest of the Romulan Star Empire and the Praetor or is not sancationed by the Empire and the Praetor. This supercedes any rights or freedoms set out in this constition.
  2. To not form a political party not sancationed by the empire
  3. To not Publish and distribe propaganda materials deemed in opposition to the Romulan Star Empires interests
  4. To not bear any type of weapon, unless one is in active service in the military.
  5. To not Desert from military service.
  6. To not Particpate in free trade or any type of economics which is not controlled by the empire
4. Every current or former member of the Romulan Armed Forces, Tal'Shiar, or other body as selected by the Praetor has the right to run for a senate position and be qualified there within.

5. There shall be a sitting of the senate and of each provinicial legislature at least once every month.

6. In time of real or apprehended war, invasion, insurrection, or counterinsurgency, the senate may be continued indefintely as decided by the Praetor and the senate based on a open vote.

7. (1) Every Romulan citizen is equal before and under the law and has the right to the equal protection and equal benefit of the law without discrimination and, in particular, without discrimination based on race, national or ethnic origin, colour, religion, sex, age or mental or physical disability.

(2) Subsection (1) does preclude those who have violated any part of section three, the responabilities of Romulan citizens.

8. Romulan is the only official language of the empire and every one has the right to use this language. The governemnt reserves the right to determine if increased bilingualism harms the national unity f the empire.

9. (1) The statutes, records and journals of the senate shall be printed and published in Romulan and shall be made aviable to the public as long as the information contained within the records does in no way comprimise vital and strategic information of the empire.

10. Any member of the public in the Romulan Empire has the right to communicate with, and to receive available services from, any head or central office of an institution of the senate or government of the Romulan Star Empire in the Romulan language

11. (1) The senate based on a open vote under the direction of the Praetor may expressly declare in an Act of senate, that the Act or a provision thereof shall operate notwithstanding a provision included in this Charter.

(2) An Act or a provision of an Act in respect of which a declaration made under this section is in effect shall have such operation as it would have but for the provision of this Charter referred to in the declaration.

(3) This provision shall be part of this charter indefintly unless revoked by the senate based on a open vote under the direction of the Praetor.
