The Land Management Services provides advice and technical expertise to the Regional Executive Director in the administration, survey and disposition of alienable and disposable (A & D) lands of public domain and public real properties not under the control of any government agency. This service is instrumental in the rational utilization, effective management and development and conservation of our land resources.




LMS PROGRAM THRUST OF DENR CARAGA

Proper and judicious management and development of the country's land resources thru the adoption of the national Land Resource Management Master Plan;

Continuing support to CARP;

Completion of the cadastral survey of the country;

Development and maintenance of an effective land information system;

Adoption of modern and more effecient surveying technology;

implementation of the anti-land scam program;

Supprt to the government's Social Reform Agenda (SRA);

Intensified revenue collection campaign on land related transactions.





LMS PRIORITY ACTIVITIES OF DENR CARAGA


Translation of the national master plan into regional plans;

Patent and Certificate of Stewardship Contract (ISF) issuance;

Cadastral survey of unsurveyed municipalities;

Pilot implementation of Land Rcords management and Information System (LRMIS);

Adoption of manual land surveys of the Philippines;

- Philippine Reference System (PRS) 92;
- Standard Surveying procedures;

Implementation of Oplan fake title;

- Resolution of land cases;
- Pilot implementation of Oplan: Fake Title;
- Nationwide training on oplan; fake Title;
Survey and delineation of ancestral land claims;

Collection/generation of revenues/dues/fees; and

SPECIFIC CARP ACTIVITIES WHERE THE DENR - LMS IS INVOLVED


  1. Survey of Public Lands

    This activity involves the cadastral survey of lands of the public domain.

  2. Verification and approval of Land Surveys

    This activity involves the verification andapproval of the survey of private and government owned lands conbducted by the DAR. This also includes the verification and approval of cadastral surveys.

  3. Processing of Land applications.

    Included in this activity is the processing of public land applications including research of survey data and the subsequent issuances of patents for approved applications.

  4. Allocation of non-alienable lands suitable for agro-forestry. This includes:

    1. ISF parcellary

      Delineation of boundaries of occupied area for purpose of giving land tenureto qualified forest occupants.

    2. Certificate of Stewardship processing and Issuance

      The allocation of non-A and D lands suitablle for agro-forestry by issuing Certificate of Stewardship (CS) for individuals and Community Forest Stewardship (CFS) for communities/groups. This also includes review of documents to determine the compliance with existing regulation.

  5. Provision of Tehnical Assistance/Research and Development

    1. Provision of Technical Assistance - this activity includes the training of LGUs to enhance their technical expertise in implementation of the ISF program.

    2. Research and Development - Formulation of of integrated research system program relating to the philippine Ecosystem and National Resources.

  6. Operational Support

    1. Project Management and Supervision

    2. Inventory of A and d lands - Conducted to accurately determine the extent of A and D lands still to be subjected to land distribution. The completion of which is expected to hasten patent issuance.

    3. Public Information and Education - Relevant information is dissiminated and discussed with program participants.

    4. Staff Development - Training of field personnel involved in CARP implementation with particular emphasis in upgrading the technical capabilities of those involved in Land Distribution activities.







DENR Caraga Activities, Projects and Programs


  • Handog Titulo Program

  • Under the Handog Titulo Program, Land patents are issued on public lands declared as alienable and disposable. In the issuance of such patents, priority consideration is given to actual occupants and other qualified settlers and farmers.


  • Recognition, Identification and Delineation of Ancestral Domains/ Lands of Indigenous Cultural Communities.

  • This is one of the major concerns of of DENR under the Social Reform Agenda of President Fidel V. Ramos. These activities are designed to protect the tenure of the Indigenous cultural communities over their ancestral lands and domains, to ensure sustainable development of the natural resources within these areas and to pursue the constitutional mandate for equitable access to natural resources.


  • Cadastral Survey

  • The activity involves subdividing cities, municipalities or portion thereof for land registration, settlement of claims and title.
