PROGRAMS AND PROJECTS

 

 

 

PROTECTED AREAS, WILDLIFE AND COASTAL ZONE MANAGEMENT SERVICES

 

By virtue of Republic Act 7586 otherwise known as the National Integrated Protected Areas System (NIPAS) Act of 1992, the NIPAS is now under the control and administration of the DENR through the Protected Areas, Wildlife and Coastal Zone Management Services at the regional level.  Thus, for CY 2007 priority for implementation has been given to the following activities :   

 

a.  Ecotourism Development

 

Ecotourism has become an important economic activity in protected areas which provides opportunities for visitors to experience the bounties of nature as they learn about the importance of biodiversity conservation. Ecotourism activities in protected areas generate income geared towards conservation programs and economic benefits. The protected area attractions may consist of rare and endemic species of flora and fauna, high indices of species diversity, unusual or spectacular geomorphological formations, or unique historic or contemporary cultural manifestations in a natural context. This year’s ecotourism activities were focused on Mount Kanlaon Natural Park in Negros Occidental. The park has outstanding panoramic and aesthetic  features which makes it one of the Philippines finest wonders where one can see the forest in its  natural state. The protected area  inhabits   a wide range of flora and fauna, several of which are endemic to the place. Valleys, waterfalls, caves, springs, and other scenic beauty are among the added features of this 16th highest  peak in the country.

 

Foremost of these activities was the preparation of Ecotourism Business Plan for the said protected area with the technical assistance from DENR. A Memorandum of Agreement (MOA) was forged to this effect between the MKNP-PAMB, LGUs of La Carlota City and Bago City and the Provincial Government of Negros Occidental for the ecotourism development for Guintubdan and Rafael Salas Nature Tourism and Recreational Zone of Mt. Kanlaon Natural Park.

As stipulated in the MOA, the Protected Area Management Board (PAMB) through the Protected Area Superintendent (PASu) shall regulate the different activities of the visitors, tenured migrants and other interested groups based on approved guidelines of the PAMB through  the issuance of permits such as trekking to the summit and other similar activities.

 

The DENR on the other hand shall provide technical assistance and other related services deem necessary for the development of the area.  Meanwhile, the concerned LGUs shall be responsible for the development and management of the area within their respective territorial jurisdiction as nature tourism and recreational zone  of MKNP within the context of the management prescriptions as provided for in the Development Plan. Ecotourism development activities attained a 100% accomplishment for the year. 

 

b . Implementation of NIPAS Program

 

Biodiversity Monitoring System (BMS) was implemented at Mt. Kanlaon Natural Park in Negros Occidental. The implementation of BMS in this protected area ensured tracking of trends in nature, observing potential threats and determining necessary actions for protection and management purposes. The implementation of the said activity also monitored the trends of wildlife resources  and adopt some mitigating measures or strategies in case of downward trend on population of some species. The implementation of Biodiversity Monitoring System (BMS) attained a 100% accomplishment for the year.

 

A protected area zoning and delineation was also conducted in the municipalities of La Castellana and Murcia and La Carlota City. A total of 56.96762 kilometers was zoned and delineated with 89 installed monuments attaining a 102 % accomplishment for the year.

 

Boundary delineation was also undertaken for Sagay Marine Reserve also in the province of Negros Occidental.  A total of 58.2 kilometers was zoned extending from Brgy. Himogaan Baybay to Brgy. Vito. This activity also attained a 100% accomplishment for the year.

 

c.  Operationalization of PAMBs

 

The Protected Area Management Boards (PAMBs) were continually strengthened through the conduct of regular meetings and updating its members of the latest development in protected area management and biodiversity conservation to effectively manage their respective protected areas in this region. The nine (9) PAMBs include that of Aklan River Watershed Forest Reserve in Aklan; Northwest Panay Peninsula Natural Park and Sibalom Natural Park in the province of Antique; Panay River Watershed Forest Reserve in Capiz; Maasin Watershed Forest Reserve and Bulabog Puti-an National Park in Iloilo; Taklong-Tandug Islands Protected Landscape/Seascape in Guimaras and Mt. Kanlaon Natural Park and Sagay Marine Reserve in Negros Occidental. A total of 34 meetings was conducted for the year attaining a 103 % accomplishment. The DENR also extended its technical assistance and review of the Protected Area Bill to the newly created PAMB in Negros Occidental which is the North Negros Natural Park.

 

The Regional Office served as advisory body to these PAMBs on PA-related resolutions, policies and other regulations and also on the technical aspects of protected area management and biodiversity conservation. The DENR also strengthened the Boards through the conduct of orientation and lectures on protected area management, basic law enforcement, deputation of Wildlife Enforcement Officers (WEOs), cave management, and GAD mainstreaming in relation to protected area management.

 

Among the technical assistance extended by the Regional Office were the following: drafted the proposed Protected Area Bill for Northwest Panay Peninsula Natural Park in the province of Antique and Northern Negros Natural Park in Negros Occidental; clarified and resolved some conflicting issues and concerns raised during PAMB/Execom Meetings, and clarified and interpreted existing policies, laws, rules and regulations as basis for decision making. 

Capability building activities were also undertaken to enhance the knowledge of Park Superintendents  (PASUs) and PAMB members towards a more effective and efficient management of these protected areas. The operationalization of PAMBs attained a 100% accomplishment for the year.  

 

d.   PA Protection and Patrolling

Nine (9) protected areas regionwide equivalent to 102,469.04 hectares were protected and patrolled in coordination with LGUs and other government agencies such as Philippine Coast Guard, Philippine National Police and the Department of Agriculture through their Bantay Dagat. These areas were broken down as follows : 25,461 hectares in Aklan; 12,603.76 hectares in Antique; 3,961.43 hectares in Capiz;  7,585.85 hectares in Iloilo; and 52,857 hectares in Negros Occidental. Other activities undertaken as part of protection and maintenance activities were the installation of signages and billboards informing the public of the existence of these areas, and preparation and distribution of IEC materials. Protected area protection and patrolling also attained a 100% accomplishment for the year.                              

 

e.    Manpower Development

 

This activity aimed at enhancing the capabilities and technical skills of PAWCZMS staff towards a more effective implementation of wildlife management and protection in the region.

 

Among the trainings attended by the staff were the following :

 

§         National Caving Congress at Puerto Princesa, Palawan on March 5-10, 2007 attended by Chief, PAWD

§         Conference on Protected Areas in Southeast Asia on April 23-27, 2007  at Kota Kinabalou, Sabah, Malaysia attended by RTD for PAWCZMS

§         Training Workshop in the Implementation of Convention on International Trade in Endangered Species (CITES) on May 16-18, 2007 at Clark, Pampanga attended by Chief, PAWD

§         National Consultation for the Proposed DAO for Wildlife Marking and Identification System on May 21, 2007 at PAWB, Quezon City

§         Power Principles Workshop for CESOs on June 26-30, 2007 in Manila attended by RTD for PAWCZMS

§         Workshop on Statistics on September 5-7, 2007 at Roxas Boulevard, Manila attended by EMS I Nerliza Alegata

§         Training on Bird Identification on October 15-19, 2007 in Olango Island, Cebu City attended by For. Renato Andraje.

 

A total of 184 part-hrs was attained through this activity.

                 

 

f.   PAWCZMS Sectoral Conferences

 

Two (2) PAWCZMS Sectoral Conferences were conducted for the year : one (1) in January 15-16, 2007 and another in August 15-16, 2007, a 100% accomplishment. These conferences, participated  by all PAWCZMS Coordinators regionwide, were a venue to discuss the  accomplishments of the Park Superintendents (PASUs) in their respective protected areas. Lectures on the different topics were also presented during these conferences, among which were as follows : overview of the Convention  on International Trade in Endangered Species of Wild Flora and Fauna (CITES),  role of CITES Authorities, CITES compliance and enforcement,  CITES implementation in the Philippines, inspection of shipments and handling of specimens, introduction to wildlife identification, updates on the implementation of RA 9147,  updates on the implementation of RA 9072, insights on caves and caves resources in Western Visayas, review/updates in the requirements for the establishment and de-establishment of protected areas, and the status of proposed and existing PAs in the region. During these conferences, agreements were reached to facilitate the complementation and/or enforcement of laws in the different protected areas of the region.

 

g.  Various Activities in Support to Cave Management Program

 

In support to the cave management program, an Orientation on the Salient Provisions of Cave and Cave Resources Act (RA 9072) was conducted at Boracay Island on September 24, 2007. Participants to this orientation were the members of the cave assessment team composed of personnel from the DENR, National Museum, LGU-Aklan and the Western Visayas Caving Association (WVCA). This orientation was a prelude to the actual cave assessment activity conducted on September 25-30, 2007.

 

In relation to the activity on Cave Assessment in Boracay Island, the assessment team composed of PAWD staff, PENRO/CENRO Kalibo, LGUs concerned, Friends of the Flying Foxes, Land Owners (where caves are located), Western Visayas Caving Association, National Museum and DENR staff (PENRO/CENRO Kalibo, EMB and MGB) were able to assess five (5) caves, three (3)  in Boracay and two (2) in Poblacion, Malay.  The caves assessed were the following :  Bat and Crystal Caves at Brgy. Yapak, Boracay;  Darkside of Paradise Cave in Balabag,  Boracay;  Pangihan Cave 1 and Pangihan Cave 2 in Poblacion, Malay all in the province of Aklan;  and Mugni and Lungib Caves in Dingle, Iloilo.

 

The team also deliberated about 20 caves broken down as follows : three (3) in Boracay Island; two (2) in Poblacion, Malay; and 11 in Bulabog Puti-an National Park in Dingle, Iloilo; and four (4) in Isla Gigantes, Carles, Iloilo. Those caves which were previously assessed in the province of Iloilo were included in the deliberation as to their classification together with the caves recently assessed in the province of Aklan taking advantage of the representatives coming from the National Museum last September 29 – October 2, 2007.

 

A Regional Cave Committee (RCC) Meeting was conducted last December 6, 2007 held at the DENR Conference Room, Iloilo City.  A total of 20 cave assessment reports was reviewed/deliberated by the RCC with recommendation as to appropriate action.     

 

 

 

 

h.  Operationalization of Regional Wildlife Management Committee and Wildlife Traffic Monitoring Unit

 

This Region was able to operationalize the Regional Wildlife Management Committee chaired by the DENR with representatives from the Department of Agriculture (DA), University of the Philippines in the Visayas (UPV), Central Philippine University (CPU), Ecosystems Research and Development Service (ERDS), Environmental Management Bureau (EMB), Lombija Wildlife Research Foundation, Inc., and Iloilo State College of Fisheries (ISCOF). The existing wildlife farms in the provinces of Negros Occidental, Guimaras and Iloilo were monitored and assessed by the Committee as to their compliance to the terms and conditions as stipulated in their permits.

 

Meanwhile, the Regional Wildlife Traffic Monitoring Unit (RWTMU) conducted its meeting last August 21, 2007 at the DENR Conference Room, Iloilo City. The composite teams based in seaport, airport and Iloilo City proper presented their respective accomplishments for the year and discussed relevant issues pertaining to wildlife law enforcements. The members of RWTMU were updated on the new policy issuances and guidelines related to RA 9147 otherwise known as the “Wildlife Resources Conservation and Protection Act”.  The teams also resolved and clarified some issues and concerns related to wildlife management and biodiversity conservation.  

 

i.    Monitoring of Stocks, Breeding Farms and Wildlife Rescue Centers 

 

The Office intensified the monitoring and evaluation of accredited Wildlife Rescue Centers, Breeding Farms, and Certificate of Wildlife Registration throughout the region to ensure compliance to the terms and conditions of the permits granted or MOA in the case of Rescue Centers. The wildlife farms monitored were the following : RACSO’s Woodland Resort in Guimbal, Iloilo; Mari-it Conservation Project in Lambunao, Iloilo; Lombija Wildlife Farm in Nueva Valencia, Guimaras;  Wildlife Farm of Fernando Gutierez in Kabankalan City, Negros Occidental; and Elinj’s Aviaries in La Castellana, also in Negros Occidental.

 

On ex-situ conservation of wild fauna, two (2) Rescue Centers were maintained for this year, one (1) at the DENR Office, Parola, Iloilo City; and at South East Asian Fisheries Development Center (SEAFDEC) in Tigbauan, Iloilo, through a Memorandum of Agreement.  The monitoring of stocks and breeding farms and maintenance of wildlife rescue centers attained a 100% accomplishment for the year. Technical assistance for the health inspection and consultation of the rescued fauna were availed from the Department of Agriculture (DA) through a MOA.  Monitoring of stocks, breeding farms and wildlife rescue centers attained a 100% accomplishment for this year.         

        

j.  Operationalization of Wildlife Enforcement Officers

 

Cognizant of the need to involve the various stakeholders including private individuals in the intensified efforts to enforce the rules and regulations on wildlife protection and management in this Region, 37 individuals were mobilized as Wildlife Enforcement Officers (WEOs) for the year, a 100% accomplishment.  Of this total, eight (8) were from the province of Aklan; three (3) from the province of Antique, ten (10) from Capiz, three (3) from Guimaras; and 13 from Negros Occidental.

 

An orientation on Wildlife Management and Protection was conducted among the Wildlife Enforcement Officers (WEOs) and other members of the organized POs in Tangalan, Aklan.  The said training was conducted on June 26-27, 2007 at the Jawili Training Center, Jawili, Tangalan, Aklan. A total of 40 part-hrs was attained in this orientation, a 100% accomplishment for the province of Aklan.  

 

k.   Support to World Wetlands Day Celebration

The Regional Office conducted an Orientation on Asian Waterbird Census (AWC) and Migratory Birds last January 15-16, 2007 held at the DENR Conference Room, Iloilo City. This was participated by the PAWS Coordinators of the PENROs/CENROs in the region. The Office also distributed IEC materials and complete sets of Personal Protection Equipment (PPE) to all PENR Offices in the region. An orientation on avian flu preparedness was also conducted to the local folks of Brgys. Sapao and Ermita, Dumangas, Iloilo on February 9, 2007  held at ABC Hall of Dumangas, Iloilo.  These activities were conducted in support to World Wetlands Day Celebration and in compliance with the Philippine Commitment to RAMSAR Convention on Wetland Management and as part of DENR contribution to the national effort in keeping the Philippines bird flu free.

 

The Region, in coordination with other agencies tasked to monitor the bird flu incidents, had intensified its state of preparedness to monitor the coming in of migratory birds that might carry the dreaded bird flu virus since migratory birds flock to our local wetlands to escape the cold weather in their host countries.

 

Although Western Visayas is still bird-flu free, the populace is always warned to be very vigilant  against the threat of virus. The public was especially urged to monitor cases of multiple deaths among domestic poultry and migratory waterbirds.  The Regional Avian Influenza Task Force had already conducted the contingency formulation planning workshop for concerned government and private groups in provinces that have some areas that may be considered “critical areas  especially in the provinces of Capiz and Negros Occidental.

 

Twenty-eight (28) migratory bird sites were monitored regionwide, a 104 % accomplishment for the year. The monitoring was done to detect the possible presence of bird flu infected Avian species, and to identify important bird areas and critical habitats in the region.       

 

 l.    Regulation of Wildlife Collection and   Monitoring of Marine Turtles

As an offshoot of an intensified campaign on wildlife registration in this Region pursuant to RA 9147 otherwise known as the “Wildlife  Act”, Region 6 was able to issue a total of 106 Local Wildlife Transport Permits.  The accomplishment covers the provinces of Aklan with one (1); Antique with two (2); Iloilo with 31 and Negros Occidental with 72 permits.

 

Turtles tagged and released for this year reached 21, of these, four (4) were  done in Culasi, Antique;  four (4) in Guimaras;  one (1) in Iloilo;  and 12 in Negros Occidental.

 

One (1) Butterfly Garden and also one (1) Botanical Garden were maintained for the year, both were established in San Jose, Antique.

 

Revenue generated from registration of wildlife collection and issuance of permits reached PhP 29, 467.00 regionwide, a 483 % accomplishment. The increase in revenue was due to the increase in revenue generated from Bulabog Puti-an National Park in Dingle, Iloilo. 

 

m.   Other Accomplishments:

The PAWCZMS spearheaded the Spelunking and Commune with Nature within the Bulabog Putian National Park on June 8, 2007 participated in by the ABS-CBN,  Western Visayas Caving Association, Western Visayas College of Science and Technology, DENR personnel,  Philippine Army and Local Government Units with jurisdiction over the area.

 

Likewise, the region entered into a MOA with the Western Visayas Caving Association (WVCA) last June 27, 2007 concerning Cave Management and Protection Program in Western Visayas. This group assisted DENR in the conduct of cave survey,  cave assessment and classification.

 

The Region also took advantage of its media relation with local radio networks.  To cite a few, it has established linkage with Bombo Radyo Philippines resulting to guesting in their program Good Morning Philippines twice for free on the following topics : Wildlife Resources Management and Protection Program, and Cave Resources Management and Protection Program in Western Visayas.

 

The office also established linkage with the ABS-CBN and GMA Network resulting to integrated effort on IEC and biodiversity conservation and natural resource management and protection.

 

The ABS-CBN Network covered the launching of Commune with Nature activities in Bulabog Puti-an National Park for one day last June 8, 2007 for free. The same station also covered the turn-over of wildlife in our Wildlife Rescue Center and allowed the DENR to air some important aspects on wildlife conservation program.

 

During the visit of Senator Loren Legarda at Maasin Watershed on August 11, 2007, PENRO Valentin Talabero presented the P 1.6 Million model forest nursery proposal to her for possible funding.  This proposal was already approved for implementation.

 

Site assessment and survey was conducted as preliminary activity for the establishment of proposed eco-park within Taklong Island National Marine Reserve in Nueva Valencia, Guimaras.  Among the proposed amenities are the establishment of boardwalk, information center, bunk house, gazebo, viewing deck and water system.

 

A Memorandum of Agreement (MOA) between the DENR and Iloilo Quarry Operators Association was forged during the Provincial Management Conference of PENRO Iloilo on September 4, 2007 at Villa Sagrado, Iloilo City.  The MOA pertains to the establishment of a five-hectare Assisted Natural Regeneration (ANR) Project at Bulabog Puti-an National Park in Dingle, Iloilo.

 

Another MOA was also forged with the City of Iloilo and Panay Power Corporation for the establishment of 20 hectares mangrove plantation within Brgy. Ingore and Hinactacan, La Paz, Iloilo City.

 

The PAMB members of Bulabog Puti-an National Park conducted the Oath Taking Ceremony of the newly appointed members administered by Hon. Governor Niel D. Tupas, Sr. and witnessed by Dingle Municipal Mayor Hon. Rufino P. Palabrica III

 

together with Iloilo PENR Officer Valentin P. Talabero, RTD for PAWCZMS Arlene T. Dalawis and the SB members of Dingle, Iloilo.  Gov. Tupas gave his message and acknowledged the members of the PAMB who administer the Bulabog Puti-an National Park in the municipalities of Dingle and San Enrique in the province of Iloilo.  As a gesture of his support,  Gov. Tupas gave a financial assistance of PhP 150,000.00 (now deposited under the account of Brgy. Moroboro) for the repair and extension of BPNP Multi-Purpose Building. An additional PhP 150,000.00 shall later be released for the same purpose.
