GENERAL ADMINISTRATION AND SUPPORT
SERVICES

a.
Personnel Management The region has a total of 994 regular employees
complemented by 112 casuals and individuals on contractual services that worked
for the completion of several programs and projects. In line with the implementation of Executive Order No. 366, the region
conducted a series of consultation workshops and meetings to come up with the
final Rationalization Plan of DENR Western Visayas. While, the updating and maintenance of
personnel records was continually done by the regional and all field offices
in the region. A total of 8,085 leave applications was processed which include the sick leave,
vacation leave, and special leave. This activity attained a 100%
accomplishment. b. Procurement
Services Eight (8) sectoral/office procurement plan were
prepared by the different offices to determine the volume of office supplies and
materials needed for the year corresponding to the approved budget. c. Property
Management
The region issued a total of 460 Memoranda
Receipt for properties and equipment issued to concerned personnel, attaining
116 % of the target. The region also maintained a total of 1,138 vehicles and equipment which include the KIA
service vehicles, motorcycles, computers, typewriters, photo copiers, and
electric fans exactly accounting for 100% accomplishment of its annual
target. Likewise, 34 vehicles were registered
and insured during the year. To provide good working condition for the employees, 14 office
buildings were repaired and maintained for the year, a 100 %
accomplishment. The region has also targeted five (5) office buildings for construction and/or
completion within the year. These are
the offices of CENRO Culasi, Antique, CENRO Sipalay, Negros
Occidental, d. Records
Management
The region served a total of 22,818 clients and office visitors, 113%
accomplishments. These clients were
those who applied for land titles and other tenurial
instruments, those who sought technical assistance for possible development
projects and those who wished to avail services related to the development
activities implemented in their respective areas. e. Financial Management A total of 15,706 vouchers or claims was
processed for the year, 133% accomplishment; while 16,836 vouchers and
payrolls were indexed and processed, 128% accomplishment. Complementary to this, 34,651 official receipts
were issued to transacting parties and individuals as part of their payment
for ENR services and for natural resources that they utilized for personal
and business purposes. f. Human Resource and Development To enhance the knowledge and skills and to equip the DENR personnel with
the necessary technical expertise related to their field of specialization,
orientation meetings and trainings were conducted in coordination with the
Human Resource and Development Section. Five (5) trainings were conducted for the year
related to technical writing, gender and development, land management, first
aid and performance evaluation system. This attained a 125% accomplishments with 221 participants.
Likewise, five (5) Training Needs Assessment (TNAs) were conducted to determine the strength and weaknesses of
our personnel, thus, providing the management the information to enhance,
improve and develop the capabilities of the region’s human resource. g. Top Level
Management In the top level management, 46,098 documents were acted upon by the
office of the Regional Executive Director representing a 114% accomplishment.
Likewise, 497 project sites were monitored and visited by the DENR top
officials, the Regional Executive Director, Regional Technical Director’s, PENRO’s and CENRO’s, while 948
various meetings/conferences were attended by the higher management,
accomplishing 112% of its target. B. SUPPORT TO OPERATIONS a. Planning, Programming
and Monitoring of Programs, Projects
and Activities Four (4) workshops relative to the
operation of the region were conducted during the year. These workshops were
the following: Reprogramming Workshop for the Preparation of CY 2007 Work and
Financial Plan; Budget Proposal for CY 2008-2010; Workshop on the Preparation
of Boracay Master Plan and Workshop on the Updating
of Targets and Budget for FY 2007-2010. These workshops were attended by the
regional management officials, planning officers and those directly involved
in planning and budgeting activities. Last
April 2-4, 2007 a Regional Reprogramming Workshop was conducted at Likewise, a planning workshop for the
preparation of Budget Estimates for FY 2008-2010 was conducted last April
24-26, 2007 at the region office. The
objective of the said workshop was to determine the potentials of the region
for the next three (3) years as inputs for the Agency’s Forward Estimates
submitted to the Department of Budget and Management. Priorities were identified and incorporated
in the plan and expectedly, corresponding budget be made available for the
purpose. On November 15-16, 2007, an updating
of the General Plan of Action for 2008-2010 was conducted through a planning
workshop held at DENR Regional Conference Room. A total of thirty (30) participants
attended the said workshop with the planning officers of the different sectoral and field offices acted as main actors in the
updating of said document. The
updating happened to realign the priorities based on the latest directions
set by the higher management.
A total of 345 accomplishment reports was prepared and
consolidated during the year. These reports presented the programs and
projects implemented by both the regional and field offices for CY 2007.
These reports served as basis in the monitoring, evaluation and field
validation by the concerned DENR officials. For the year, the regional validation team conducted field validation of
the 1st semester and as of the 3rd quarter of CY 2007 accomplishments. Various issues and concerns were
subsequently attended to by the concerned offices. The field validation served as a positive
mechanism to determine the extent of accomplishments and to define possible
solutions for programs/activities which can hardly be accomplished on time. b. Statistical Services The DENR participated in the National Statisitcs
Month Celebration by attending the inter-agency pre and post meeting chaired
by Region Director Arturo Valero, RD of NEDA and Chairman of the Regional
Statistical Coordinating Council (RSCC) in coordination with the National
Statistics Coordinating Board (NSCB) and other National Government Agencies,
NGO’s and Academe. This year’s theme
is “Statistics and Actions,
a Road to a Better Life Through the Millenium
Development Goals (MGDs)”. The region participated in the inter-agency statisitical
exhibits spearheaded by the National Statistical Coordinating An ENR Statistical Quiz Contest was conducted at the Region Office on
October 5, 2007. Contestants came from different sectors and field offices.
Regional Executive Diretor Lormelyn
E. Claudio graced the said contest by challenging the participants in her
inspirational message. The ultimate objectives was to make the DENR personnel
aware and be advocates in sharing the information to other people Forester Gregoria
Alenaje, the designated Planning Officer of FMS
emerged as the regional winner. She
represented the region to the National Statistics Quiz in DENR Central Office
on October 18, 2007. The region conducted a one-day Statistical Assessment at the Planning and Management
Division Office on December 6, 2007 with 33 participants composed of the personnel in-charge in the preparation of
statistical report and sectoral planning group. The presiding officer, PMD Chief Edna B. Locsin
encouraged the body to submit their reports on time considering the ranking
of the region as 2nd in terms of timeliness and 4th in terms of completeness
of statistical reports submitted to the different bureaus. The sectoral group informed the body of the new
formats to be adopted but while awaiting for its approval the old format
still hold true. Agreement as to the date of the submission report was also made to give
time to the region office to consolidate the reports to be submitted to the
central office. The region also held the Regional Management Conference on July 26-27,
2007 and on December 3-4, 2007. This
conference enabled the regional management to discuss the latest policy
directions and program thrusts of the national management. Likewise, this is a venue for the field
implementers to inform the regional management on the status of
implementations of the different programs, projects and activities and some
hitches which caused in the delay of implementation of some programmed
activities. c. Information Resource Management For CY 2007, one (1) Local Area Network (LAN) and thirty two (32)
computer workstations were maintained which involved both hardware and
software including network connectivity and system health maintenance. The office also continued to maintain one
(1) website by uploading updates such as current set of regional officials,
monthly electricity and fuel consumption reports, list of contracts and
invitations to bid. In relation to the
implementation of Geographic Information System (GIS), six (6) maps were
composed and printed and one (1) digitized map was edited and processed while
two (2) data sets were entered into the data tables of geographic coverage. A total of seven (7) Information Systems
was also maintained. The maintenance
of a centralized internet connection through a Local Area Network enabled the
regional office to save substantial amount from payment of internet subscription
by office. The centralized internet
through LAN is servicing all ORED offices, , ERDS,
PAWCZMS, FMS and PENRO Iloilo. Access
for EMB connection is also made available to facilitate communication and
data sharing. d. Information, Education and Communication Level of public awareness about the activities of the DENR was increased
through media relation. A total of 156 press releases was published while 2,580 minutes were spent for radio programs. On the other
hand, public appearances of DENR Officials were coordinated through 22 TV guestings in the local TV stations. Information, education and communication
campaigns (IEC) were intensified through special media such as exhibits and
hanging of streamers relative to the observance of significant events related
to environmental protection and natural resources development.
e. Peoples Day In order to solicit the support and the participation of the Local
Government Units (LGUs), Other Government f. Legal Services For the year,
20 investigations involving illegal logging and administration cases were
investigated, 105% accomplishment.
Also, 23 cases were reviewed and evaluated and corresponding actions
were issued, 100% accomplishment. Seven (7) cases were already filed in
court while five (5) resolutions were prepared during the year. |
