PROGRAMS AND PROJECTS
|

|
GENDER
AND DEVELOPMENT For CY 2007, the region sustained the different
projects and activities related to Gender and Development. Foremost of which are the mainstreaming activities
of the region towards empowerment of both men and women and the inclusion of
gender concerns in selected ENR programs and activities. a. Attendance/conduct of
meetings/conferences/workshops and GAD and ENR In the strengthening of Gender and Development Focal Point System, the
Region conducted a total of 73 meetings/conferences/workshops during the
year, 122% accomplishments. These were meetings conducted by the GAD
Chairpersons in order to update the members on the new guidelines and
implementation scheme of Gender and Development and also attendance to the
meetings conducted by the Regional Gender Resource Center (UGSAD) and other
government agencies. |

Two (2) Region Office personnel attended the Re-echo Workshop on
Harmonized GAD Guidelines. The first
batch of the training was attended by For. Evangeline Regino
of the Planning and Management Division (PMD) held at Makiling
Highlands Resort, Pansol, Laguna
on June 4-5, 2007. This training was spearheaded by the National Gender and
Development Focal Point System headed by Ms. Juliet U. Texon,
Chief, Project and Development Division and member of the National GAD Focal
Point System. The second batch was
attended by Forester III Merlene Aborka, the GAD Chairperson of PENRO Aklan
held in Clark Pampanga on October 4-5, 2007. The main objective of this training was to
ensure that gender concerns are being mainstreamed in all phases of project
development by identifying appropriate indicators to be used in the planning
implementation and monitoring and evaluation of a certain project. Both participants subsequently conducted a re-echo training for the
GAD chairpersons and Planning Officers from the region and different field
offices last November 22-23, 2007 at Iloilo Grand Hotel, The The
Region Office conducted a GAD Empowerment Training entitled “The Winning
Pair” on October 25-26, 2007 at the DENR Region 6 Conference Room. The training was participated by 23
participants from the region-based personnel, of whom
eight (8) were males and 18 were females.
The primary objective of the training was to give additional insights
to the participants on how to become more effective GAD advocates examining oneself and to share experiences with co-participants so
as to draw strengths and overcome failures by learning the real essence of
being a human being. The participants
learned new ideas and theories behind gender mainstreaming and gender issues
and concerns which need to be addressed by the individuals and being members

c. Women’s Month Celebration The Region Office including the field offices had implemented various
activities in observance of the Women’s Month Celebration this year.
Streamers were hanged in all offices with the theme “CEDAW ng Bayan, Kabuhayan
ng Kababaihan”. The
activities conducted were : Coronation of Mr. and Ms. DENR GAD Day Care
through “Kwarta sa Basura Project”, Lecture on RA 9262 otherwise known as
Violence Against Women and Children, Lecture on GAD Livelihood Options for
Women in the Coastal Communities and Ecological Solid Waste Management, DENR
Day Care Center Graduation Ceremonies, Potting Session in Support to the
Green Philippine Master Plan and attendance to the activities of Gender and
Development Resource Center, the “Selebrasyon kag Pasalamat” Program and
attendance to the lecture/forum of Atty. Evalyn Ursua regarding Nicole’s Subic
Rape Case. The different activities
were implemented to capacitate the personnel as support arm in the
implementation of different ENR programs where GAD mainstreaming efforts were
being emphasized and prioritized.
These GAD activities in some way or the other molded the DENR
personnel to become a leader, an effective facilitator, implementer and ENR
advocate among others. |

d. Potting
Session In
compliance to the Memorandum of Teresita
Samson-Castillo, USEC for Special Concerns and Projects and Chairperson,
National Gender and Development Focal Point System dated February 22, 2007,
DENR Region-6 conducted a simultaneous potting session on March 16, 2007
sponsored by the Regional Gender and Development Focal Point System headed by
its Regional Chair Ms. Edna B. Locsin. The Regional Memorandum was issued to all offices to conduct
the said activity following the mechanics provided by the Central Office. The Region-based personnel and those
from PENROs Aklan,
Antique, Capiz, Iloilo, Guimaras
and Negros Occidental including the CENROs
of Kalibo, San Jose, Culasi,
Iloilo City, Barotac Nuevo, Sara, Bacolod City, Cadiz City, Kabankalan
City and Sipalay City had potted a total of 50,862
bags sown with seeds and wildlings of
Mahogany, Gmelina and assorted fruit trees. This
activity was participated by a total of 487 personnel, 194 were males and 293 were females. |

Sustenance of The implementation of the
Regional GAD Day Care Center is being considered as one of the milestones in
mainstreaming gender concerns in ENR operations. For the year, the Center accommodated 48
pupils, most of whom are children of DENR personnel while others have
personal affiliation with those in the DENR.
Out of the 48 pupils enrolled, 18 of them were enrolled in the
nursery, 15 in the kindergarten and 11 in the preparatory level. Aside from their academic subjects, the students
were exposed to environment and natural resources related programs and
projects such as the clean and green, ESWM and eco-park development by
bringing them to the park, let them practice the proper waste disposal and by
sponsoring the project on kuarta sa basura. The GAD Day Care Center joined the United Nations Month Celebrations by
conducting a “Search
for Miss and Mr. United Nations” through
“Kwarta sa Basura” and “Kwarta sa Lata” scheme. This was participated by all Day Care Center pupils. The
declared Miss and Mr. United Nations were the pupils with the most number of
recycle materials sold during the canvassing.
The total amount generated was P10,914.65 of
which P8,232.80 from kwarta sa
lata and P2,681.85 from kwarta
sa basura. This money will be used for PTA projects
like medicine kit, Christmas party and other activities of the f. Development
of Gender Sex-disaggregated Database To ensure that there are updated information and data related to gender
and development, the four (4) database already established have been
maintained in the region office and in the provinces of Aklan,
Antique and Iloilo. These databases
will be used for planning and decision making purposes. |

h. Strengthening of POs Organized in the
Watershed One
of the entry point for GAD mainstreaming is in the implementation of
Watershed Rehabilitation
Program. For the year,
two (2) POs organized in Panakuyan River Watershed
in Ibajay, Aklan, were
strengthened through capacity building. These POs are the Minaa
Small Farmer’s Association and Peace Agreement Inter-Barangay
Project Organization. The first Women
Assembly was held last June 28, 2007 at Ibajay, Aklan wherein the PENRO GAD Focal Person and the chair of
the different committees spearheaded the conduct of it. Topic on climate change and the roles that
they can possibly do were shared through a mini-lecture to them. A tree planting with the barangay and The Regional GAD Chairperson
Forester Edna B. Locsin graced the occasion and
participated in the tree planting activity. |

k. Conduct of Gender Research The Ecosystem
Research and Development Sector continued the study entitled “Assessment of
Gender Equity in CLASP projects which was
implemented in the Second Quarter of CY 2006.
The research aimed to compare the gender equity perception of the male
and female CLASP beneficiaries and to determine the roles of men and women in
the different CLASP projects. Results showed that 90% of the respondents have
no idea or not aware what gender equity is all about. In terms of the
participation of the men and women in the different CLASP Projects, results
showed that the respondents have different and mixed perceptions and views on
the participation and responsibilities performed by men and women in the
different livelihood projects. Their participation
is dependent on the nature of the work, whether hard or laborious, light or
easy kind. The results shall be used
to identify possible strategies and projects where gender sensitivity and
awareness will be incorporated in this type of project. |
