CY 2007 ANNUAL REPORT

 

EXECUTIVE SUMMARY

 

The dynamics of public governance was once experienced and felt by the officials and personnel of the DENR in Western Visayas  right at the very start of CY 2007 when the regional leadership was bequeathed by the then Regional Executive Director Julian D. Amador to the incoming Regional Executive Director Lormelyn E. Claudio by virtue of DENR Special Order No. 2007-58 dated January 12, 2007. The turn-over ceremony happened on January 19, 2007 at the DENR Regional Office compound and it was witnessed by the regional and field officials with the regional office-based personnel.  Although the change of command was not expected to happen that soon, that event never lingered the personnel to continue working and to aspire for better work performance.  That event was just considered as another milestone for the region to have a taste of a new leader, a woman top leader and the first in the history of DENR in this region.

 

With  the program thrusts and priorities set before us and with the resources provided to carry on the tasks to the target beneficiaries and clients, the region got its aspirations and motivation from the two (2) secretaries who took the lead one after the other within the year.  Thus, the region took pride in saying that it has succeeded in delivering the goods and services to the general public.

 

For the year, the region has a total budgetary allocation of Php223,709,000 under the regular fund of which Php187,482,000  was appropriated for Personal Services; Php23,622,000 was for Maintenance and Operating Expenses and Php12,605,000 was for Capital Outlay. This budget was supplemented by a considerable amount from the Comprehensive Agrarian Reform Fund in the tune of Php27,588,376 to be used for the implementation of different activities under the Comprehensive Agrarian Reform Program. Additional budget was also downloaded to the region to support the preparation of the Boracay Environmental Master Plan, Delineation of Forestland Boundary, Implementation of PRS’92 and the Repair and Improvement of the Regional Training Center at Jawili, Tangalan, Aklan.

 

 

Likewise, the oil-spill incident that happened in Guimaras shorelines which also affected portion of Northern Iloilo in August 2006 enabled the region to seek financial assistance under the Calamity Fund in the amount of Php130 M. The amount was intended to rehabilitate and/or restore the affected coastal natural resources and waste disposal management.  Fortunately the region got an initial release of Php65,728,000 to be used for payment of priority rehabilitation and livelihood activities. Preliminary activities are now being implemented including coordination and consultation with the Local Government Units and other stakeholders.

 

With the available 994 regular employees complemented with 64 casual and 48 individuals in contractual services, the region has succeeded in accomplishing the following programs and projects:

 

In support of the Green Philippines Program of President Gloria M. Arroyo, the Trees For Life: Twenty Million Seedlings for Planting (TL:20MSP), the region has exceeded its target for seedlings planted in four (4) thematic areas.  With the commitment of 1.250 million seedlings to be planted, the region achieved a level of performance of 102% or 1,482,734 seedlings planted on an aggregate area of 1,132.78 hectares and 108.90 kilometers of roadsides respectively.

 

For Forest Protection Program, the region worked closely with the Local Government Units, Peoples Organizations, other government agencies and individuals to further the plight in protecting the remaining forest resources and to enhance the capacity of the forest protection officers and groups in ensuring effective and efficient discharge of their duties and responsibilities inherent to their functions and commitment.  For the year the region seized 119.93 cubic meters of forest products with an estimated value of Php376,937.71 and confiscated 91.65 cubic meters of forest products with an estimated value of Php604,0001.97.   Likewise, the region filed seven (7) cases in court related to illegal logging under PD 705 as amended.

 

The rehabilitation of our open and degraded priority watershed areas being the source of water supply for domestic and irrigation purposes was also given priority concern. Three (3) watershed areas were characterized for the year, namely: the Mambusao River Watershed in Mambusao of Capiz; and the Tigum and Aganan River Watershed in the province of Iloilo.  To rehabilitate the degraded and open areas, a total of 98 hectares was planted during the year, in coordination and participation of the Local Government Units (LGUs) and other partners agencies and concerned local residents.

To establish permanent boundary line in the near future, the region has delineated 620.382 kilometers of forest boundary in the provinces of Guimaras and Iloilo, 101% accomplishment.   Subsequently, the map for Guimaras shall be prepared as supporting document for legislative action.

 

To support one of the President’s Ten Point Agenda that is to provide land for agri-business purposes, the region issued 132 patents for commercial, residential and industrial purposes while it has transmitted to the Registry of Deeds 5,490 patents with a corresponding area of 6,016.9883 hectares, 88% of the targets set for the year.  The non-completion of the targets was due to the difficulty of the applicants to secure certification from the court and partial compliance of other requirements.

 

To be in coherent with the universal reference system, the Region under the implementation of PRS’92 has established 56 control points under regular fund, 100% accomplishment while it has established 399 monuments under the NAMRIA fund, 102% accomplishment.  It also became victorious in its quest to convince LGUs to adopt a monument under the “Adopt a Mojon”Program with the information officers of the different PENROs and CENROs and the Regional Public Affairs Offfice as the Advocacy arm of the region for this purpose.

 

To formalize ownership or occupancy in the foreshore areas and in the same time to regulate the proliferation of illegal tenants, the region issued 81 contracts/permits to qualified applicants covering an aggregate area of 56.0884 hectares.  The issuance will help fast track the collection of desired revenues for the government and update the record of occupancy in these areas.

 

Under the Super Region program of the government, the region is under the so called “Central Philippines” where the focus of development is on TOURISM.  Thus to support this development initiative, the region started working to establish its database to determine the eco-tourism potential of the protected areas especially those with apparent characteristics to be one once given the needed resources to construct or install  the required facilities. Hence, a Memorandum of Agreement was forged between and among LGUs of La Carlota City and Bago City and the Provincial Government of Negros Occidental for the implementation of the eco-tourism development plan of Guintubdan and Rafel Salas Nature Tourism and Recreational Zone of Mt. Kanlaon Natural Park.

 

In support to the Cave Management Program, the region initiated the conduct of Orientation on the Salient Provisions of Cave and Cave Resources Act (RA 9072).  Three (3) caves were assessed in Boracay Island in the province of Aklan,  while another two were also assessed in the province of Iloilo. Twenty (20) cave assessment reports  were reviewed and deliberated by the Regional Cave Management Committee with recommendation as to their appropriate classification.

 

The Coastal Law Enforcement Alliance in the Region (CLEAR-6) is continually strengthened through the conduct of regular meetings. This was highlighted with the conduct of orientation to 11 ship owners on the Standard Protocol on Effective Shipping and Environmental Laws and Policies on May 31, 2007 which also coincided with the Ocean Month Celebration. This activity was culminated with the signing of the Covenant of Commitment for Responsible Stewards of the Ocean by the ship owners and CLEAR-6 member agencies.

 

The Ecosystems Research and Development Service (ERDS) continually addressed the research and development undertaking of the department and  embraced the needed reform through the implementation of the identified programs which are believed to be more responsive to the technology and information needs of the other DENR sectors as well as other clientele.  For the year, several studies were conducted by the region on research, development and ecosystems program and support of ENR planning and management and other activities, namely: Vulnerability Assessment of Panakuyan and Mambusao River Watershed, Determination of Carrying Capacities of Mt. Kanla-on Natural Park,  Rehabilitation of Ecological Restoration of Marginal and Degraded Landscape and Seascape; and Development Strategies for Production of Quality Planting Materials.

 

The region through the Regional GAD Focal Point conducted a Re-echo Training on the Harmonized Gender and Development Guidelines on November 22-23, 2007.  The harmonization of GAD guidelines was the result of the many agencies implementing GAD and the commitment of the Philippines to International GAD Conferences that GAD guidelines be put in proper perspective in DENR programs, projects and activities.  There was a total of 43 participants who attended the said training mostly planning officers and GAD chairpersons of the different regional services and field offices.  Each group of participants was required to come up with an action plan to be incorporated in the regional GAD Plan for implementation in CY 2008.

 

With the hosting of the Association of Southeast Asian Nations (ASEAN) Senior Officers on Environment Meeting (ASOEN) in Boracay Island, the region proved its well-commended effort, unity and cooperation in making the best of what is expected from DENR-6.  As an offshoot of the Boracay Stakeholders Meeting during the Secretary’s visit, the preparation of Boracay Environment Master Plan was given a priority for the year.  The Plan  lays down  the different strategies and programs, projects and policies that may be adopted to address the issues on land use changes, environmental degradation, emigration and other environment and natural resources-related concerns.    

 

The contributions of those in the support services complemented the efforts of those in the line operations.  The establishment of media networks, conduct of information and education campaign, publication of IEC materials, attendance to inter-agency gatherings, collaboration and linkages with other ENR stakeholders, conduct of technical and administrative trainings and orientations facilitated the attainment of whatever work targets posed for the year.  The support in terms of financial availability  and access to it paved the way for the immediate response to urgent concerns especially those under the mandate of the region.  

 

Almost all of the programmed activities are fully accomplished except on the completion of activities which depend heavily on the capacity of the target beneficiaries to shell out their resources to realize the expected output and the requirements from other government agencies.  The case in point is the issuance of patents for residential and commercial purposes wherein majority of the applicants have inadequate financial capacity to pay the appraised value of the land they have applied for.  Likewise, the issuance of permit on the foreshore area applied for was affected by the certification requirement from other government agencies in the course of processing the submitted applications.

 

To have a clear presentation of the region’s performance for CY 2007, our highlights are divided into a.) General Administration and Support Services b.) Support to Operations c.)
