Materials:

Scrap of wood - I used 3" x 5"
Large craft stick
Black, white, blue, orange & pale pink acrylic paints
Acrylic spray sealer
Scrap of fabric for a scarf
Wiggly eyes (optional)
Orange felt (optional)
E-6000 glue
Drill & small drill bit
Wire for a hanger

Directions:

Drill a small hole near each corner of one end.
Paint 3" of the drilled end of the board black (hat).
Snip off the rounded ends of the craft stick.
Paint the craft stick black.
Paint the rest of the board white.
Lay craft stick on board where black & white paint meet.
Draw on face lightly with a pencil.
Remove craft stick & paint face
or use wiggly eyes & an orange felt nose.
Paint on mouth.
Glue craft stick to board using E-6000 glue.
When all paint is dry apply 2-3 coats of acrylic sealer.
Tie scrap of fabric around bottom of board for a scarf.
Fringe the ends if desired.
Poke wire through the holes from the back.
Coil the wire several times so that
it won't pull back through the holes.
You can add any decorations to this you desire.
I added some silk holly leaves & berries to the hat.
