Wad sheets of pastel tissue paper. Smooth out.
Tear in pieces. Apply glue/water mix to item.
Place tissue over glued area. Add more glue.
Let dry & repeat. I sprayed with silver glitter spray when completely dry.
Add about 1" of sand or salt & votive candle.
