Constitution and By-Laws

(Revised 1997)

 

CONSTITUTION

Article I

Name

 

Sec. 1.     The name of this organization shall be the Decatur Central High

               School Band Booster Organization. 

 

Article II

Objectives

 

Sec. 1.    To arouse and maintain an enthusiastic interest in the various

              phases of the Band Department of Decatur Central High School. 

Sec. 2.     To lend support, both morally and financially, to the Band                       Program of DCHS.

Sec. 3.     To Cooperate with those in charge of the Band Department and                   the Administration to the end that this department maintain                  the highest possible degree of excellence. 

Sec. 4.     To build and maintain an organization of members which shall

                help promote the general activities of the Band Department. 

 

Article III

Membership

 

Sec. 1.     Voting membership for the general meetings of this organization 

                shall be parents or legal guardians of students in Decatur Central

                High School Band and/or Color Guard and officers of student

                bands and guards. 

 

Sec. 2.      All other persons interested in becoming voting members must

                present themselves at a regular meeting, to be voted on at the 

                next meeting, by membership of the organization.

 

Article IV

Officers

 

Sec. 1.     The officers of this organization, also referred to as the 

                executive committee, shall be: 

                A.  President

                B.  Vice President

                C.  Secretary

                D.  Financial Secretary

                E.  Treasurer

                F.  Publicity Directors (2)

 

        Terms of officer are one (1) school year and individuals are limited

        to two (2) consecutive terms for any one office. 

 

Article I

Duties of the Officers

Sec. 1    The President shall preside at all meetings of the organization, 

            appoint all special committees, select members for the standing

            committees to be approved by the membership; and shall be ex-

            officio member of all standing committees. 

 

Sec. 2  The Vice President shall oversee fundraising activities of the

            organization as well as the scholarship application process.  

            This person shall also assume all the duties of the president in 

            his/her absence, and serve as the co-chairperson on select 

            committees to be appointed by the President.

 

Sec. 3   The Secretary shall keep the records, record the minutes of

            all meetings, and shall attend to all correspondence and mailings. 

 

Sec. 4    The Treasurer shall keep an accurate record of al receipts and

            disbursements and show each activity separately, as well as

            complete record of all funds.  The Treasurer shall be bonded 

            with a Fidelity Bond. 

 

Sec. 5.  The Financial Secretary shall assist the treasurer and act as 

            liaison for financial matters between the director, boosters, 

            and the school treasurer.  The Financial Secretary shall be 

            bonded with a Fidelity Bond. 

 

Sec. 6    The Publicity Directors (2) shall attend to all advertising and

             correspondence with the press and all other matters of 

            publicity including, but not limited to, the monthly newsletter

 

A detailed job description will be given to each officer within 30 days of his/her election (said job description having been approved by membership). 

 

Article II

Meetings

 

Sec. 1.     The regular executive board meetings of the Organization will

                be held during the first full week of each month.  Each regular

                monthly executive meeting will be immediately followed by a 

                general meeting. 

 

Article III

Standing Committees

 

Sec. 1.    There shall be the following standing committees: 

                    A.  Calling Committee

                    B.  Chaperone Committee

                    C.  Concessions Committee

                    D.  Historical Committee

                    E.  Hospitality Committee

                    F.  Loading/Transportation Crew

                    G.  Pit Crew

                    H.  Props construction/Prop Crew

                    I.   Spirit Committee

                    J.  Uniform Committee

                    K.  Special Events Committee

The above Committee Chairmen shall be appointed by the executive officers of the board.  A job description shall be issued at the time of appointment.

 

Article IV

Annual Audit and Financial Report

 

Sec. 1    All books and records for the Treasurer shall be turned over to

            an auditor no later than June 15th so the audit of said books and 

            records shall be completed prior to July 1st. 

 

Sec. 2    An auditor shall prepare the annual financial report.  The incoming

            Treasurer will make copies available to any member desiring one. 

 

Article V

Expenditures

 

Sec. 1     Expenditures shall be voted on and approved by a majority

             Executive Committee vote at any meeting.  Emergency

             expenditures not to exceed $1,000 may be approved by a two

            thirds vote of the Executive Committee at any time.  Emergency

            expenditures may not exceed a total of $2,000 each year. 

 

Article VI

Elections

 

Sec. 1    A nominating committee shall be appointed by the President at

            the January Board Meeting.  A Slate of Officers shall be approved 

            by the Executive Committee at the March Board meeting.  

            Nominations may be made from the floor after the Nominating

            Committee's report has been presented to the General Membership. 

 

Sec. 2    Officers are to be elected at the last General Meeting of the school

            year. The newly elected officers shall assume their duties on July 1 

            of each year.

 

Article VII

Parliamentary Authority

 

Sec. 1    The rules contained in the current edition of Robert's Rules of 

            Order, Newly Revised, shall cover the Organization in all cases 

            to which, they are applicable and in which they are not

             inconsistent with the By-Laws or any special rules of order the

            Organization may adopt. 

 

Article VIII

Amendments and Revisions

 

Sec. 1    The Constitution and By-Laws may be amended by a two-thirds

            majority vote of the members present at any regular meeting.

            The amendment must have been presented in writing at the

            preceding regular meeting of the Organization.

 

Sec. 2    A special committee shall be appointed every four (4) years to 

            review the By-Laws for possible revision (i.e. 2001, 2005, etc.)

 

Article IX

Standing Rules

 

Sec. 1    The Executive Committee, with the Band Director and Assistant

            Band Director, shall present an itemized written general budget to 

            the organization prior to the end of the current school year for the

            next school year.

 

Sec. 2    All persons handling Band Booster moneys shall be bonded for 

            loss of any kind.

 

Sec. 3    The Executive Committee shall recommend an amount 

            (minimum $2,000) to be placed in savings for future uniform

            expenses at the close of each school year.  When moneys in the 

            savings account reach an amount where it would be profitable to

            place it in a higher yielding bank instrument, said Committee 

            shall so do.

 

Sec. 4    All students participating in the Band Program shall be eligible for

            participation awards as follows:

                A.  Upon completion of one high school year - one chevron

                B.  Upon completion of two high school years - a second 

                     chevron.

                C.  Upon completion of three high school years - a third 

                      chevron.

                D.  Upon completion of four high school years - a fourth 

                      chevron.

 

Sec. 5    All students participating in the Band Program shall be eligible for

            the following achievement awards based on the point system as

            outlined by the Band Director.

                A.  Upon completion of one high school year, they may be 

                    eligible to receive the DC band letter to be worn on their

                    band varsity jacket.

                B.  Upon completion of four high school years, they may be

                    eligible for a special award to be designated by the Band 

                    Director. 

 

Sec. 6    Senior members in the Band and Color Guard, having

            four high school band years, will receive recognition at the Senior

            Awards Presentation.

 

Sec. 7    Rules governing the presentation will be as follows:

 

We propose that at the Spring Awards Program, the Outstanding 

Band Member Award be presented. 

 

    A.  Purpose of the Outstanding Band Member Award is: to recognize

         a truly outstanding young persons, who during their participation

         in band, has reflected the outstanding qualities listed below. 

 

    B.  Method of Selection for Achievement Awards: all achievement

        awards and Outstanding Band Member Award shall be selected 

        by a School Administrator and the Band Director and Assistant

        Director. 

 

    C.  Criteria for Selection:  The Outstanding Band Member should be

        the student who best displays the following qualities: 

            a.  General Attitude    

                    a.  a genuine interest in helping others

                    b.  a willingness to sacrifice his/her own time

                        and efforts for the benefit of the band.

            b.  Musicianship

            c.  Leadership Ability

            d.  Length of Participation

 

Sec. 8.  Unpaid band fees or monies due the organization and/or Band

            Program may make a student ineligible to receive any or all awards

            or recognition. 

 

Article X

Student Scholarship

 

Sec. 1    A $500 scholarship will be awarded a graduation senior band 

            student who pursues a college education in the area of music

            education or music performance.

 

Sec. 2    The name of this scholarship shall be Decatur Central High

            School Band Boosters Music Scholarship. 

 

Sec. 3    This scholarship shall be awarded to the student upon application

             and judged impartially according to the following criteria:

                1.  Acceptance to a college or university music school.

                2.  Extent of participation in the DCHS Band Program and;

                3.  High school grade point average of 2.5 or above.
