In the 21st Budokai, he was in the 1st spot. He fought Ninjaman and won. In the next match, he lost against Mist.
In the 22nd Budokai, he was the last in the 16th spot. He fought Sax, but lost quickly. He was knocked out of the arena and, because he lost, he came back at Sax with a gun. Sax easily stopped the bullet and told Rakeesh to stop. Rakeesh explained that he was angry at Sax for destroying the moon during the fight against Nappus. Sax apologizes, looks around, grabs Yoshi, pulls off his antenae, and shines his head. Yoshi is another Namekian who just *happened* to be watching at the time. By shining his head, it emulated the effects of the moonlight, and turned Rakeesh back into his formal self... a herring! It was a very unexpected plot twist, and the Announcer went and put Rakeesh in a stream to swim in. This is the last we see of him.
