At the end of World War II, Land Commissioner Bascom Giles proposed that the state should guarantee loans for
veterans to purchase land cheaply. Rumors quickly developed that veterans were being tricked by speculators and the
land commissioner was accepting bribes. This cartoon was drawn by a Houston attorney who later became known as Congressman Bob Eckhardt.
