The Kaio-Sama from the West end of the galaxy always seems to have to prove something. His most powerful student Pikkon is almost as strong as Goku. He is constantly bragging about having the best fighters in the galaxy, but he is proved wrong (barely) by Goku in the Other World Tournament.
