CONSTITUTION AND BY-LAWS

DUMB BASSERS BASS CLUB

DAYTON, OHIO

Established January 24th, 1974

 

 

 

ARTICLE I -- NAME AND PURPOSE

 

SECTION 1:  NAME

 

                This Club shall be called the “Dumb Bassers” of Dayton, Ohio.

 

SECTION 2:  PURPOSE         

 

                A.            To stimulate public awareness of bass fishing as a major sport.

 

B.            To offer our State Conservation Department our organized moral support and encouragement.

 

C.            To promote full adherence to all conservation codes and to demand adequate water standards and legal enforcement of existing regulatory standards.

 

D.            To detect and report any polluter and call public and political attention to his crime.

 

E.             To improve our skills as bass anglers through a fellowship of friendly exchange of expert bass catching techniques and ideas, and to promote and encourage youth fishing, and to promote a love for this great recreation.

 

                F.             To function as a force to promote bass fishing and principles of good sportsmen.

 

 

ARTICLE II – MEMBERSHIP

 

SECTION 1: NUMBER OF MEMBERS

 

A.            This Club, the “Dumb Bassers” shall have a membership of not more than 36 full members. (5/6/03)

 

 

SECTION 2: REQUIREMENTS FOR MEMBERSHIP

 

                To become a Club member a person shall:

 

                A.            Voluntarily express a genuine interest in membership.

 

                B.            Be recommended by 2 members at a regular monthly meeting.

 

C.            Be voted on by membership. The vote must be by secret ballot and affirmation must be by less than 2 negative ballots.  Two negative ballots will reject the person from membership.

 

D.            Acceptance by vote will then allow the person full membership upon receipt of his annual dues.

 

                E.             Membership will be available subject to the following age limit:

 

                                1.             Minimum age 16 with parent/guardian as an active member.

 

                                2.             Minimum age 18. (4/7/92)

 

F.             A new member must attend 2 meetings and fish one tournament before   being eligible to be voted into the club. (1/13/96)

 

G.            Ohio resident club members must maintain membership in Bass Anglers Sportsman Society and Ohio Bass Federation Inc. starting with the first full year of membership. (5/6/03)

 

H             Non-Ohio resident club members must maintain membership in Bass Anglers Sportsman Society and Bass Federation Inc. in their home state or Ohio starting with the first full year of membership. (5/6/03)

 

SECTION 3:  MEMBERSHIP DUES

 

The membership dues shall be $60.00 annually, payable upon being voted into the Club or payable by November meeting for existing club members. This $60.00 dues includes tournament fees.  Members joining after the beginning of the year shall pay a $25.00 membership fee and $5.00 for each tournament remaining.  Additional assessments must be voted in at a Club meeting by 3/4 majority vote by members present at the meeting.  (12/4/95)

 

 

ARTICLE III -- OFFICERS, ELECTIONS, VACANCIES, AND ELIGIBILITY

 

SECTION 1: OFFICERS AND THEIR DUTIES

 

                The officers of the Club shall consist of:

 

A.                  President

 

He shall preside over all meetings and direct all official business.

                                He shall appoint and direct all committee functions.

                                He shall initiate progressive ideas and supervise all Club functions.

                He shall inspect and approve all Secretary and Treasurer records on a quarterly basis.

 

                B.            Vice President

 

He shall assist the President in his duties and preside in the absence of the                            President.

 

                C.            Secretary

 

                                He shall maintain accurate minutes of all meetings.

                                He shall handle all correspondence involving Club business.

                                He shall perform any secretarial work so designated by the President or

                the Club as a whole.

 

D.            Treasurer

 

He shall keep accurate financial records of all Club business and report at each meeting.

He shall be responsible to pay all approved bills and to report any financial discrepancies he may encounter.

 

                E.             Tournament Director

 

                                He shall keep accurate records of all tournaments and weights.

                                He shall be in charge of all tournaments and starting and finishing times.

                                He shall have the final say on tie breakers and shall enforce all                 

                tournament rules.

SECTION 2: ELECTIONS

 

                A.            The election of officers shall be held in October of each year for the following year.

 

B.            Election to office shall be by secret ballot and a simple majority of the members present will elect.

 

                C.            The order of elective officers shall be held as follows:

 

                                1st           President

                                2nd         Vice President

                                3rd          Secretary

                                4th          Treasurer

                                5th          Tournament Director  (1/7/92)

 

D.                  Nominations must be made from the floor with a second to each                                               nomination.

 

 

SECTION 3: ELIGIBILITY OF VOTE

 

A.            Each member in good standing is entitled to one vote per office, if present at the October meeting.

 

B.                   Proxy votes are not allowed.

 

SECTION 4: TERM OF OFFICE

 

A.            The term of office is for one year and will begin in the November meeting after the Secretary’s and Treasurer’s reports are accepted.

 

B.            This slate of officers shall serve for the entire year unless a successor is named during the year.

 

SECTION 5: VACANCIES

 

A.            In the event of an office becoming vacant, nominations shall be asked and an election shall be held to fill the unexpired term.

 

C.                   The only exception to Section 5, rule A, shall be the office of President.  If the office of President becomes vacant, the Vice President shall move to the office of President and a new election for a Vice President shall then ensue.

 

 

SECTION 6: ELIGIBILITY FOR HOLDING OFFICE

 

                To be eligible for an office a member must:

 

                A.            Have been a member for 12 months.

 

                B.            Have attended at least 8 of 12 meetings. (amended 1/4/2004)

 

                C.            Have entered at least 50% or more of the Club Tournaments.

 

D.                  Have shown an interest in all Club functions.

 

 

ARTICLE IV -- CONSTITUTION AMENDMENTS

 

A.                  The constitution may be amended at any regular meeting by a 3/4 vote of the eligible members present.

 

B.                   Before voting on an amendment, the Secretary must advise the full membership of the proposed constitution change by written notice before the meeting in which the voting will take place.

 

 

ARTICLE V -- REMOVAL OF MEMBERSHIP

 

A.                  A member may be dropped from membership for failure to pay dues by the November meeting in the year dues are due.

 

B.                   A member may be dropped from membership at any time by a 2/3 vote of members present for any action which would reflect dishonor or disgrace on this Club.

 

 

ARTICLE VI -- AFFILIATION REQUIREMENTS

 

                This chapter must:

 

                A.            Maintain B.A.S.S. membership as prescribed by Ohio Bass Federation,   Inc.

 

                B.            Activity participate in the Ohio B.A.S.S. Chapter Federation and Region FIVE of same.

 

C.            Fulfill any and all obligations as required by Ohio B.A.S.S. Chapter Federation and/or the Bass Anglers Sportsman Society. (11/6/90).

 

D.            Money raised during Ohio Bass Federation, Inc. events will be used for federation expenses. (1/5/97)

 

E.             The Club shall pay the reasonable expenses of the member representing the Club at the Federation meetings. (12/7/03)
