This isn't spit. It's a froghopper nymph (AKA spit bug). :)

Description:
Froghopper nymphs incase theirselves in frothed-up sap. This protects them from predators as well as regulates their temprature and moisture level. Without this "spit" the nymph would dry up quickly. :(
