A trigger to rescind tax cuts in the event that surplusses don't arise is the most rediculous suggestion I've heard on the entire tax cut debate. If a recession were to cause shrinking government revenues, what could be worse for an economy than to take additional money out operation?. However, neither will occur because we even find in today's recession that revenues are even greater than anticipated. So lets get this thing passed!
