The Council of The 7 Towers consists of the 7 Keystone Holders & the Emporer of the Chosen. This assembly meets upon the Emporer's request (or in the event of certain events that might arise) and together decide upon actions to be taken, create new laws, and other important matters pertaining to the Castle.
