Mr. MacClement,
Thank you very much for the reply, and thank you for the detailed
explanation.
Its really helped me sort out my thoughts, and ideas.
So here goes,

a) I can't afford to buy a new one, so me and my project partner decided to
make a conceptual design of the apparatus.

b) To tell u the truth, thanx to the lack of professional wind-data, we can
not hope to get it up and running properly. So what we're trying to do, is
make a turbine that would work under extremely low wind-speeds.

c) Pakistan does not have any such wind-run data.
As for our location, .. well, we're situated right next to a mountain, and
the campus buildings and trees provide quite a bit of interference. 
(GIKI is basically in the middle of nowhere,.. just fields and a 
village about 10 minutes from here)

d) The government IS allowing the purchase of wind turbines from abroad, but
.... the project has been neglected throughout the years, and no proper work
has been conducted.

e) No, I am not planning a large installation, and yes I DO have access to
a friend's heavy truck

f) I'm a Junior year Mechanical Engineering student from GIKI, and though
the wind turbine is not a part of our course as such,.. at least not yet,
but , the wind turbine is just a course project.
But I want to fabricate the Wind turbine. It interests me.
