I can't help re wind speeds, but I can regarding output.
At 5 amps, mine measures 55 dBA at 10m. At 15 amps when it starts to
flutter, I get 95 dBA.
At 20m, I would expect the 55 dBA to drop to 52 dBA.

As far as noise goes, I can not give levels for my World Power Technologies
Whisper 1000 as you can not hear it over the wind in the nearby trees.
So a deciBel meter would be of no use. The only time I can hear it is
when it furls (sp?) and even that is hard to hear over the wind because the
wind is rather noisy at high speeds (greater than 25 mph).
Just some info that might help.
