Vietnam assembly wants further study of dam project

HANOI - Vietnam's National Assembly called on Friday for further study of a
massive and controversial hydropower plant that could involve the
relocation of more than 100,000 people.
Addressing the closing session of assembly's mid-year meeting, chairman
Nguyen Van An said deputies had passed a resolution backing the concept of
a dam in the northern province of Son La, but seeking further study.
An said the plant would bring benefits, but would also have an
environmental and social impact. "It will affect the lives of people in a
large area," he said.
"Due to its importance and scale, the National Assembly has asked the
government to closely direct functional offices to carry out careful
studies to select the best plan to be submitted for decision by the
assembly at a coming session."
Assembly session are held every six months.
According to official media, assembly members have debated three possible
plans, involving either a high, low or a small dam on the Da River, 300 km
(180 miles) west of Hanoi.
The official Vietnam News newspaper said a high, 265-metre dam would cost
around $4 billion, flood almost 45,000 hectares (111,200 acres) and involve
the relocation of almost 27,000 families.
Households in northern Vietnam are taken to have at least five members,
meaning relocation of at least 135,000 people.
A smaller 215-metre dam would swamp 27,000 hectares and involve relocation
of 16,000 people, according to a report in the Saigon Economic Times weekly
magazine.
Vietnam News said the larger dam would mean the plant had a capacity of
3,600 MW on completion in 2016. It said it would provide 9-16 billion kWh
of electricity a year and help save eight million tonnes of coal and four
billion cubic metres of natural gas a year.
It quoted Vu Duc Thin, director of the plant's Pre-investment Management
Board, as saying the larger project would need total investment of about
55.7 trillion dong (about $3.75 billion), about 30 percent from foreign
sources.
Thin said about a sixth of the investment would cover the relocations, with
each household shifted receiving $2,700.
