courts. But the "red tape" was so delayed that they managed to keep many
people off the streets until most of the convention was over. Then people
were allowed to go free, only a handful actually charged. This seems to be
a new twist on how to counter protest.

Activist Jaggi Singh, de facto leader of the Anti-Capitalist Converence,
has been arrested, a Quebec Crown attorney confirmed Saturday.

According to witnesses, Mr. Singh was grabbed from behind by police
masquerading as protesters on Friday and dragged away in a beige van while
attending a protest against the Free Trade Area of the Americas in Quebec
City.

Anne Couturé, a lawyer for the Crown, said Mr. Singh was arrested Friday
and that a bail hearing has been set for Wednesday, April 25.

All those arrested at the Summit of the Americas this weekend are to be
bused to the Quebec Detention Centre, about 10 kilometres outside of Quebec
City. Court appearances are to be made via video link.
