The U.S. Congress approved this amendment to the constitution on 2 Mar 1861, which can be verified at the U. S. House of Representatives web site . The north was willing to amend the constitution to protect slavery to coax the seceding states back into the union. The war to prevent southern independence did not happen because the north wanted to free the slaves. |
