| Zombie dogs |
| Leon S. Kennedy, the newest member of the Raccoon City Police. Leon arrives in town just as the plague of zombies wash through the city streets. Leon's main weapon if the shot gun. |
| Clare Redfield, a young girl looking for her brother, Chris Redfield. She finds her way into Raccoon City but soon finds out that there is no way out. Claires main weapon is the grenade launcher. |
| Ada Wong, she ends up being a prisoner inside the walls of Raccoon City Police station. She runs into Leon and soon the two find themselves drawn to each other, but Ada is killed later on in the Umbrella Chemical Plant. Although you only get a short time with Ada she carries a small hand gun. |
| Young Sherry is the daughter of the man who created the G-Virus. Sherry flees from a horrific monster as she searches for her father. Little does she know that they are one in the same. Sherry has no weapons but her size makes her easy to dodge zombies. |

| Joe Kendo |
| Joe runs the Kendo gun shop in Raccoon City. He meets up with Claire and Leon and tells them about the Zombies. Soon after Zombies shatter through the window and Joe hits one of them before they kill him. He can give Leon the Shot gun and Claire the Bow gun. |
| Marvin Branauge |
| Marvin is an officer of the RPD. He tells Claire and Leon about the attacks, before giving them a key card. Later it is discovered that he changes into a zombie. |
| Ben Bertolucci |
| Ben is a reporter who survived the Raccoon incident until now. He learned of Police Cheif Irons' illigal activity and will stop at nothing to get the story. But Ben is killed either by the Spawn Mutant tearing out of him or by William, which started the whole thing to begin with. |
| Chief Brian Irons |
| Chief of the RPD, Irons is also a partner for Umbrella. He has known of everything they have done and when the outbreak threatens his city, he goes on a killing spree. Killing his fellow police men. He is killed by one of the G-virus mutants. He is torn in half. |
| Mister Death "Hunk" |
| Part of Umbrella's special forces team, he and others were sent to William Birkins lab to obtain the G-virus, a much stronger form of the T-virus, and return to Umbrella. He is the only survivor of the team, he is always the only survivor. He has the nickname of "Death" because it seems he cannot die. |

| Zombies |
| The outbreak of T-virus has caused for the creation of the living dead. These men and women have transformed into flesh eating Zombies. Alone they are a pest, together they can be trouble. Run from them or shoot them with 9mm or bow gun bolts. |
| After feasting on the flesh of the dead, these dogs have developed a taste for flesh. They attack in groups of 2 or 3. They stalk around waiting for you to come close. Shoot them with 9mm. |
| The helicopter pilot, Brad Vickers aka "Chicken Heart", from the 1st R.E. has fallen to the dead. He is the strongest Zombie in the game. After he can rise no more, search him for the key to unlock the new costumes. But who or what killed him? |

| Lickers |
| These skinless mutants want to suck the marrow from your bones. They will attack you with either their razor-like tongues or their bone-like talons. They creep along the ceiling and floor, so prepare to aim. Shot gun and Grenade launcher work well. |
| Mutant Plants |
| Annette Birkin |
| The mother of Sherry and the wife of William. Annette has spent most of life on the G-virus project and in doing so she has neglected her daughter. She is either killed by the mutant William or by Ada. |
| These mutated plants will try to suck the liquids from your body. They will hurl poison at you or wrapp their tendrils around you. Flame rounds or the Flamethrower work best. |
| Roaches |
| These insects will try to latch on to your throat. Running is the only way to be rid of them. |
| Aligator |
| This giant reptile swims through the city sewers. It will try it's best to eat you alive. |
| This mutant came from the embryos William layed in either Ben or Chief Irons. It will spew out smaller spawnlings as it slithers towards you. The four spawnlings will try to climb on your back and right through you. It might attack with it's larger arm but the attack is easy to dodge. Best to shoot it from affar as you try to keep away from the spawnlings. |
| Mr. X |
| After years of chemical mutation, Mr. X is the ultimate soldier. Cold, fearless, and savagely powerful, it will stop at nothing to crush you or anything against Umbrella. |
| Due to the actions of either Claire of Ada, Mr. X falls into a vat of chemical, and undergoes a strange mutation. Reborn as the Tyrant X it is bigger, faster, and deadlier than ever. The only way to kill this hulking monster is to blast him with the rocket launcher given to you by an unknown woman. |
| When first seen it looks like another Zombie, but then he tears a piece off of a safety rail and uses it as a weapon. A large red eyes splits open at his shoulder as he grows larger. Keep your distance and shoot him with the Shot gun or Grenade launcher. He will fall over the edge of the balcony when beaten. |
| Falling over on all fours, this mutant grows a larger mouth filled with long spikey teeth. It will try it's best to tear through you with one bite. It will jump from place to place so try to keep your gaurd up and keep your distance. It will collapse when beaten. |
| The huge glob of flesh and fangs will grow tentacles to try and reach you. Keep you're distance and shoot it with everything you've got. It will turn into a black ooze when beaten. And the game will end in movie fashion. |

| Growing even larger with this mutation, William no longer needs a weapon, other than itself. It's hand grows into a huge claw, be prepared to dodge as best you can. This malformed mammoth is a deadly force to be reconned with. Hit him with all you've got, when beaten, it will jump into the elivator shaft. |
| Growing even larger this mutant has another pair of arms to attack you with. No longer even remotely human, this mutant will stop at nothing to tear you apart. Keep dodging it's slashing claws as you pump him full of lead. When beaten it will jump into the elivator shaft. |
