To put it bluntly, he's a spoiled brat. Julian was the creation of a bored Elder and his Childe, his sire. Along with his sixteen Kindred siblings, he is the second eldest and the right hand of his Sire in London, England. Most dealing with the financial side of the Family, investing, share-holding and the like.

In 2001, Julian crossed the narrow strait into France to get out from his Father's hand, though without success. Knowing no one, it was a perfect opportunity to start on his own. Dealing with hardships ever since he was created in 1749, he now didn't have to face the completions of his sister Samantha, Francis' eldest.

Since his stay in 2001, Julian remarried for the 4th time and tried to start his own little nest of birds. Still unsure of all the details, his wife Elleanor Kravtiz, and himself were supposed set up by the bored Elders in London. An experiment of sorts, of two lonely hearts from different clans meant to be together for the beginning but now dealing with the reality of the Kindred World. Nothing ever goes by its original plan.

He still returns to London periodically during the year, or should I say every beckoning call, to serve his helpless sire with family business. Much to dismay of his wife, and her extreme dislike of the whole situation. If she only knew that Julian's sire did it just to irritate her, she'd probably hunt him down and castrate him.
