All vampires are descended from the Vampire Council. The council decides which of them will send their vampires out to make more. For thousands of years, it was the Queen of Nightmares, Morte de Amore or The Dragon. But they grew tired of the games and retreated inside the council chambers. You rarely see them. Belle Morte, Beautiful Death, sent forth her people to populate the world with vampires. Even her blood cannot make the ugly beautiful, though all is improved by her touch.
The Council consists of seven master vampires and acts not so much as a governing body but as a court or police. It is (thankfully) located in far-off France. The council members are masters at finding that which terrifies you most and using it against you. They will use your desires against you and twist everything you are into a shape of their choosing. They are the nightmare on which all vampires are based. The thing that even other vampires fear.
Queen of Nightmares - Head of the Vampire Council
The Mother of All Darkness is currently sleeping in her chambers. Though she is not fully awake, she is conscious and slowly rousing to full consciousness. None of the vampires knows what will happen when she does fully rise. Some even fear it.
Traveler
Travellers true form has never been seen anywhere in the series. He is a powerful Master Vampire that has the ability to fully take over and infuse himself into the bodies of others, completely taking them over. Traveler is one of the more practical and realistic minded members of the council. There are no instances of any other vampire in his line.
Morte d'Amore - Lover of Death
The proginator of the bloodline that produces the rotting vampires who can spread corruption with their bite. Little is known about him and is never mentioned in the books.
Belle Morte - Beautiful Death
Belle-Morte is a pale, dark-haired woman. Her face is like something carved out of alabaster, with lips red and perfect, hair like the darkness of night made into furred silk, falling around her perfection. Her eyes are pale brown, like dark honey. She is the proginator of the most populous of all vampire lines. Vampires of her bloodline have great affinity for sexual related activities and abilities.
Mr. Oliver - The Earthmover
Mr. Oliver aka Earthmover, is a small man, almost a midget or a dwarf except that he doesn't have the jaw or the shortened arms. He is four feet tall, not an inch more. He has almost no chin and a sloping forehead, which draws attention to the wide nose and the prominant eyebrow ridge. His eyes are perfectly brown and smiling. His dark hair is cut one hair at a time, expensive and blow-dried. His handshake is firm and much stronger than he looks. He doesn't look musclebound, but he has an easy strength is there, in his face, hand, stance. Mr. Oliver was the oldest living vampire , aged at well over a million years before his untimely demise. There are no instances of any other vampires of his line.
Padma - Master of Beasts
Called Master of the beasts, Padma is one of the more depraved and sadistic members of the vampire council. Delighting in torture and rape of both sexes, he is known for his ability to Call all types of animals and Lycanthropes.
The Dragon - Unknown
Little is known at all about this Master Vampire. It was only recently revealed that the Dragon was in fact a female Master Vampire. The only known instance of a vampire of her line showing up in the books was Primo. With the power levels and abilities he showed Dragon's line seems to have Rage and Emotion based powers.
