RICE PROGRAM   


Goals: 

  1. Ensure food security

  2. Maintain sufficiency level

  3. Transform rice farmers into viable producers and entrepreneurs

Objectives:

  1. Increase production of palay to 4-5 tons/hectare.

  2. To increase production from 1.59 million MT to 1.69 million MT;

  3. To improve net farm income from palay production to an average of P 10,270 per hectare for the wet season crop and P12,397 per hectare for the dry season crop.


MAJOR STRATEGIES :

To meet the DA objectives of food security, increased incomes and empowerment, these action strategies shall be carried out in close coordination with LGUs: 

A.  IRRIGATION AND WATER MANAGEMENT

  1. Concentrate on improving efficiency of irrigation systems through rehabilitation of non-operating systems and turning over small-scale systems that farmers themselves can operate cooperatively.

  2. Institute a repayment scheme for loaned-out irrigation equipment.

B.   RESEARCH AND EXTENSION

  1. Upgrade research personnel and facilities.

  2. Speed-up technology transfer and adoption of appropriate technology by farmers through demo farm and field verification trials.

  3. Establish Techno Demo for different rice area in the provinces particularly demo-farm for Trichoderma with full participation of LGU’s, local communities and cooperatives

C.  SEED SYSTEM

  1. Establish, maintain and improved nurseries from regional to municipal levels to provide the public with superior quality seeds and planting materials.

  2. Provide buffer stocks for registered and foundation seeds.

  3. DA-NFA Certified Seeds Distribution Scheme, a 50 – 50 sharing. The farmers will pay only 50% cost of the seeds for palay, while DA will pay the other half. Collection of the previous loan of seeds will be done with an incentive of P/20.00 per bag for the technicians, farmers with outstanding loan cannot avail of the 50 – 50 scheme unless they pay their remaining arrears.

D.  INFORMATION AND EXTENSION

  1. Tri-media information campaign; school on the air program should be maintained.

  2. Establishment of Regional Information Network.

  3. Re-tooling of LGU extension personnel.

  4. Information dissemination for new technology on hybrid rice.

E.    FOCUSING ON STRATEGIC INTERVENTIONS

  1. Assistance to LGUs in preparation of SAFDZ development plan.

  2. Prioritizing SAFDZ areas in locating infrastructure projects

F.    MARKETING

  1. Setting-up of one-stop-shops and walk-in service centers to serve farmers, entrepreneurs and agribusiness people. Its services will include information on prices;

  2. Regular price monitoring activities

  3. Strict enforcement of quarantine laws, rules and regulation.
