LIVESTOCK PROGRAM

The Ginintuang Masaganang Ani Livestock takes off from the Agrikulturang Makamasa - livestock program that has laid the foundation for a productive , efficient, economic, and sustainable livestock and poultry industry.  Many of the projects and activities implemented in the Agrikulturang Makamasa livestock program that are  feasible  and effective in the development of livestock, meat, dairy and allied industries will be continued.  However, the implementation strategies and development targets of these projects and activities will be consistent with and supportive of the ten point agenda in agriculture and the full implementation of the agriculture and modernization act of 1997 ( AFMA ) .

 Rationale

With the implementation of the General Agreement on Tariff and Trade and the World Trade Organization ( GATT – WTO ), there is an urgent need to accelerate  the modernization of the local livestock and poultry industry.  This will enhance the capability to compete not only in terms of prices but also in product quality and volume both in the domestic and in the world’s market.

Moreover, modernization shall equip and prepare the sector from the   challenges brought about by the recent developments foremost of which include:  trade globalization, the currency crisis, worldwide economic crisis, occurrence of extreme weather disturbances such as La Niña and the El Niño phenomena, and the increasing rate of conversion of agricultural lands utilized for livestock production.


 Goals and Objectives

The development goals and objectives of the livestock program are as follows:

  1. Making available, accessible, and affordable livestock and livestock products through increases in the overall livestock production.

  2. Providing accessibility to resources, support services, infrastructures needed in increasing the income levels of livestock farmers especially those whose income depends solely on livestock production;

  3. Ensuring that the practice of livestock business enterprise is compatible with the preservation of the ecosystem;

  4. Enhancing the competitiveness of the local livestock and poultry industry in both domestic and foreign markets.


 Program Target and Coverage

 Key Assumptions:

  1. The climate, feed resources, and animal health condition of the area are favorable for livestock production;

  2. Livestock production and post-production support infrastructures and facilities are available; and

  3. The provincial food security plan has identified livestock as a priority program and the concerned organizations have committed resources for the implementation of livestock development projects in the area.

Program features and strategies

  1. Encourage and empower farmers and farmer- organizations to engage in livestock and poultry projects, including other vertical integrators in their farm enterprises.

  2. Produce quality breeder stocks and other production inputs available and affordable to farmers at the right time.

  3. Improve the production-marketing systems to become more efficient and cost effective.

  4. Empower local government units ( LGU ) to assume primary responsibility for food security program. The LGU’s shall assume responsibilities in meeting the targets of their livestock and poultry production projects particularly those that are located in the SAFDZ’s.

  5. Promote production-intensifying but cost reducing technologies through an intensive and extensive agricultural extension support program.

  6. Tap the expertise of state universities/colleges in developing appropriate technologies, providing forum for R & D linkage and assisting in the evaluation of the program.

  7. Intensify information education campaign on Ginintuang Masaganang Ani- Livestock in particular, and the AFMA in general using appropriate and cost effective media.

  8. Institutionalize the needed infrastructure, technology and development strategies for the livestock and poultry industry’s growth, competitiveness and sustainability.


 Program COMPONENTS

Credit

Multi-Livestock Development Loan Program
Thrust: encourage the establishment of more livestock-based livelihood project enterprise with private investors through the MLDLP.

Post Production & Marketing Services
This will address the need to enhance efficiency in livestock production and livestock products marketing and ensure safety and quality of livestock products available to the consuming public.

The program will continue to improve or upgrade the conditions of existing post-production facilities  i.e., “oksyon market”, abbatoirs, establishment of quality control laboratories and standardized market system and use of sanitary market facilities and abbatoirs intended to ensure meat safety and quality.

Genetic Improvement Program
This program seeks to accelerate the production of genetically superior animals and genetic materials to support the genetic improvement program of breeding stations and production centers of LGU’s, progressive private farms and cooperatives and/or selected academic R & D stations.  The following activities will be pursued:

Establishment, management and Strengthening of nucleus and multiplier farms for the production of genetically superior animals.

Animal Health Services
The animal health services component will prioritize the implementation of the following projects:

Extension Services  

Technology/Information Promotion and Capability Building
This component seeks to provide timely, accurate and more responsive livestock information to all stakeholders of the livestock and poultry sector for production and income maximization.  Relevant and appropriate livestock production and post-production technologies will be promoted and commercialized.  The program will also address the need to enhance extension capabilities of LGU’s and DA and technical skills of livestock farmers. Activities and projects that will be implemented to address these concerns are as follows:

  1. Technology promotion

  2. Establishment of techno-demo projects

  3. LGU-DA-farmers capability building program

  4. Applied communication projects

  5. DA-LGU extension linkage/DA-SCU extension linkage

  6. Improvement of selected stockfarm and R & D stations that shall serve as demonstration, research, and training centers for animal production technologies.

Policy, Industry Research, Strategic Projects, and Program Management
This program component covers coordination with industry leaders and program implementors.   It involves activities that will provide direction and feedback mechanisms for the efficient and effective implementation of the livestock program including our quick responses to emergencies.  These activities include :

  1. Policy studies, formulation, assessment and advocacy

  2. Livestock industry R & D

  3. Quick response and/ emergency projects (certified and approved by the DA secretary )

  4. Program management

  5. Support services


Multi-Livestock Development Loan Program (Window 1)
Implementing Guidelines:
OBJECTIVES
  1. To provide additional income to farmer;
  2. To increase the country's breeder-base;
  3. To improve the genetic make-up of the local stock through upgrading
WHO CAN APPLY
  • Organized farmer borrower determined by the Provincial/Municipal Livestock Coordinator
  • Identified cooperators evaluated by the medium term Livestock Development
  • In coordination with the Regional MLDLP Coordinator and Conduit bank involved

HOW A FARMER BENEFICIARY
IS SELECTED

  • Must be a group of farmer registered as an organized COOPERATIVE or an INDIVIDUAL FARMER
    but a member of a cooperative/farmer association and LGU or LGU Employees.
  • Must provide the necessary feeding watering and housing facilities and other inputs such as feeds
    and veterinary Medicines.
  • Must undergo training on Livestock health nutrition, breeding and pasture development.
  • Must have passed the credit investigation of the Regional/Provincial/Municipal Livestock Coordinator
    especially with regards to repayment schedules.
HOW IS A COOPERATOR'S
PROJECT SITE SELECTED
  • Must have a pooling place of not less than ten (10) sq. meters/hd. To serve as a breeding area,
    the pooling place shall have drinking and feeding troughs and shall serve other cooperative members.
  • Must have an available area developed or to be developed areas or feed source.
  • Must have an access farm to market road to enable farmers to market their animal and to allow
    livestock technicians to deliver basic support services.

II.  Payment and Amortization Plan:
Loan amount of the above mentioned shall be based on the actual purchase price of the animals. The loan shall bear an 
interest of 10% per annum and shall payment will be on 
the following terms:

  The cash payment shall serve as the down payment and shall be paid upon acceptance of the bull from the manager of the Gov't. Station.
  The in-kind payment shall be made in two options:
  • Breeding heifer with age ranging from 1.5 - 2 years old
  • Culled cattle of not less than 200 kgs.
  All cash and in-kind payment shall be made through accredited conduit bank
  The heifer/feeders shall be loaned out to qualified MLDLP

III.  Releases to the borrower - recipients shall be made in kind

IV.  The loan shall be covered and secured by chattel mortgage in favor of the bank, BAI, and DA

V.  The borrower - recipient shall provide the following as an equity:

  1. Shed
  2. Feeds and Medicines
  3. Pasture Development
  4. Cost of registration of chattel mortgage documentary stamps and Livestock insurance premium
    guarantee premium shall be shouldered by the conduit bank)

V.  The loan should bear an interest of 10% per annum inclusive of all charges. Charges for this
      purpose mean, service charges and fees, filing fees and other charges.

Of the 10% interest, sharing are as follows:
-  8% to the bank
- 1% to the program technicians
- 1 % to DA -BAI
