INVITATION TO ACCREDIT AND TO OFFER

The Department of Agriculture, Regional Field Unit No. 6 Iloilo City invites all accredited suppliers/manufacturers /distributors to participate in the negotiation for the Procurement of 87 units Mechanical Flatbed Dryers with the following description-

Fabrication, installation and commissioning of the 6 ton BPRE

Modified Drying system including supply of BPRE designed

Moisture Meter

Specifications:

The BPRE Modified Flatbed Drying system consists of a Grain Moisture Meter and Flat Bed Dryer consisting of a drying bin made of reinforced concrete panels and bolted construction with perforated metal bed flooring; a blower driven by a diesel engine and a direct-fired biomass fed furnace that serves as the heater. The dryer is installed with concrete flooring and built-in shed of all metal/steel construction with corrugated GI roofing.

Drying Bin

· made of concrete that can withstand 3,000 psi

· panelized concrete walling with metal connection of 3mm thick

· knockdown construction

· concrete made of class “A” mixture using Portland cement with rebars of not less than 8mm diameter spaced as per drawn

· minimum panel thickness of 38.1mm with metal molding/framing on all edges with engraved prescribed label and logo as per drawn

· inside dimension of drying bin; width=12.0 ft.,length=24 ft.

· total bin height of 1500 mm

· height of plenum – 1040mm

· grain holding depth of 460 mm with gauge 18 or its equivalent (standard) metal perforated floor having 2.38 mm diameter perforation (about 3/32 inc), complete with bagging ports

· adequately supported with frames and braces to withstand a 6 – tons of grain load

· equipped with heavy duty dial and probe type thermometer range: 0-100C, probe length not less than 4”

· concrete flooring dimension (Class C mixture). L=12m, W=6m, T=3, reinforced with 10mm diameter deformed bar spaced at 1m along length and breadth

· one of the panels should have handle

Furnace

· total knockdown panelized construction framed by heavy gauge metal/steel materials

· panel made of materials with appropriate insulating and refractory properties that can withstand heat not less than 800⁰C (fire bricks)- should also be covered by a warranty

· panel thickness not less than 38.1 mm, properly reinforced

· step grate furnace design with inclination of 45 degrees from the horizontal with grate area of 530 mm x 840 mm

· step grate furnace element made of MS flat bar with min. width of 2 inches (50.2 mm) and thickness of ¼ inch (6.35 mm) spaced 11.0mm on center

· complete with feeding hopper with shutter valve made of 3mm MS plate

· provided with 2 mid baffles/panels spaced 8” on centers with area opening adequate for flue gas exit

Shed

· with 8 GI pipe post having 1.2 meters height mounted on top of the bin panel

· all bolted construction

· truss/rafflers, and purlins made of metal sheet with 1.2 mm thickness

· GI sheet roofing of GA# 26 (standard) properly secured with standard GI roofing tie wire (galvanized iron)

Blower and Engine

· axial blower with airflow capacity of 10,500 cfm at 30 mm water static pressure

· driven by 12.0 hp diesel engine made of Japanese based Technology , water cooled,single cylinder type, manual/hand cracked starting

· diameter of blower housing = 30 inches (762 mm) of GI sheet metal construction of GA #16 (standard)

· length of housing = 25 inches (635 mm)

· dynamically balanced with appropriate bearings and shafting

· with built-in engine mounting

· Blower and Engine are AMTEC Tested and meet minimum performance specifications

Moisture Meter

Preferably BPRE Moisture Meter or of known brand with the following specification:

· Capacitance type

· Digital Output

· For Palay and Corn

· Measurement range:

Palay: 9-36% MCwb

Corn : 9-36% MCwb

· Resolution 0.1% MCwb

· Accuracy 0.5% MCwb

· Repeatability 99%

· AMTEC tested and meet minimum performance specification

Warranty: For fabricated parts such as bin and shed, furnace, blower

- 3 years or 86,400 bags of palay dried whichever comes first

For engine based on manufacturer’s warranty but not less than 1 year and unlimited free calibration service

Project sites : Regionwide

Other interested suppliers/manufacturers/distributors must submit requirements for accreditation in order to participate in the negotiation for said procurement.

Deadline for submission of documents for accreditation and offer is on or before 5:00 P.M. (July 10, 2009) .

SEC Registration (Corporation)

License to Operate (Mayor’s Permit)
ITR for the last two years (stamped received by BIR)
Audited Financial Statement for the last two years
VAT/E-VAT/NON-VAT Registration
Number of Employees/Organizational Chart (certified by HRD Manager)
List of Clients with their respective telephone number and addresses
The company must indicate in its application the category/classification/grouping they would like to participate in (AMDA)
Certification that the Company is not affiliated with other companies with similar nature
Listing of products/services offered.
Certification of dealership from authorized distributor
Certificate of Sole Distributorship ( in case of being an exclusive distributor)
AMTEC Test for blower, engine and moisture meter
Sworn Statement that each of the documents submitted is an original or true and faithful copy of the original or must be duly notarized.

Note : Items Nos. 9,12, and 13 are optional requirements
