Religion is life, in this country, and whilst it matters not what religion one follows, the majority of the people follow, and are ruled by, an old religion named "The High Order".
Each town contains one ruler, a Mayor of sorts, who is usually also a revered priest at the local temple. The Mayor is then free to rule and watch over his land as he likes, as long as he does not go against The High Order's sacred rules or commands, which may be brought by messages from the High Order's Domain.
Apart from temple priests, The High Order are very mysterious in their own little land, never leaving it but comminicating through messengers. The rules they set are fair but it is said that, apart from the messengers, who are mysterious in themselves, noone who enters The High Order's Domain, ever returns.
