I think it would have to: the shock of losing the European areas would
make the Turks pull back and realize that modernization was inescapable.
It wouldn't necessarily take the form of secular Islam, though.
(Dumping the Arabic script was a Good Thing; it is utterly unsuited to
any Turkic language.)
What I don't think happened was the big population swap in the 20's;
there are still lots of Ionian Greeks and plenty of Turks in Greece,
to say nothing of no civil war in Cyprus. Perhaps Greece and Turkey
have moved from a position of "each has a grip on the other's throat"
to firm cooperation by now.
