1. All Star/Rookie Games – Proposing an All Star and Rookie games during mid-season. The All Star Game would be played by the coach with the best record and the Rookie Game would be played by the coach with the second. Only players that have never been on an owned team are eligible to play in the Rookie Game. An All Star ballot will be created where coaches can choose 10 players in each division. 2. Number of Divisions – Proposing there be two conferences each year in order to have two teams for the All Star and Rookie games. 3. Season Awards – Proposal to have SOMIBA league awards by having each coach fill out a ballot at the end of the season (All League First and Second Teams, All Defensive Team, League MVP, coach of the year, Finals MVP after the playoffs, All Tournament Team, ect). 4. Tie breakers – Proposing the use of modified NBA tiebreaker rules instead of the current coin flip tie breaker rule for playoffs and the rookie draft. In case of a tie to determine the last playoff team, tiebreakers will not be used and the current rule of playing a tiebreaker game will be used to determine the playoff team. 2 teams: (a) better record in head-to-head games (b) higher winning percentage against playoff teams (c) higher point differential between points scored and points allowed (d) coin flip. 3 teams: (a) best head-to-head winning percentage among all teams tied (b) higher winning percentage against playoff teams (c) higher point differential between points scored and points allowed (d) coin flip. 5. Scheduling Games – Proposal for a team to play each league team the same number of times, instead of the current rule where you play more games against teams in your division. When there are a couple games more or less, these will be determined randomly, not based on divisional opponents. This proposal would remove face-to-face considerations when determining the scheduling, since our league is not a face-to-face league. 6. Retaining Divisions - Proposal to retain the same divisions from year-to-year when possible, with the exception of league expansion, team dropout, relocation of a team, face-to-face play or any other good reason; instead of the current rule of randomly creating divisions. Please refer to the above rule proposal as the randomness will be shifted into creating the schedule, instead of determining divisions. In this way, there will be NO unfair advantage in divisional alignment. It is just for the FUN of those who would like to see it. 7. Determine teams in Divisions – Proposal to allow members to choose which divisions to place their teams since teams will play each team an equal number of times. This would replace the current coin flip to determine divisions. Teams will also be allowed to remain in the same division from year to year to generate a possible “EAST vs. WEST” atmosphere and to bring a sense of competition, rivalry, and stableness to the league. Remember, there is no unfair advantage to having divisions as described above. 8. Game Files #1 – Proposal for all “GFL” Files to be accompanied by “PRT” files (boxscores). If a coach forgets to save the “PRT” or “GFL” file he has one of three options. (a) Create the “PRT” by entering the Game File into a reset league and manually creating the “PRT” file using each team’s one-game stats or create the “GFL” manually with the game using the boxscore (defensive stops will be lost or course), (2) Find someone else in the league that can help you create the “PRT” or “GFL” file (JasonB can run you through the method), or (3) If the game was won by the home team, the home coach can choose to replay the game. Home team WIN game results without “GFL” and “PRT” files will not be accepted so don’t send them. If a “PRT” or “GFL” file was not created and the home coach is unwilling to create it (or replay the game) then the result will be considered as a game that you haven’t played before the deadline and the penalties will be treated as such. 9. Reviewing Game Results – Proposal to allow for a 24 hour period for visiting coaches to review the game results before Ed can import them. All game results need to be sent to Ed and the visiting coach at the same time. The visiting coach then has 24 hours to notice serious discrepancies (such as incorrect gameplan, ineligible player, or incorrect fatigue settings). Within this 24 hour period of receiving the game result, if the home team won the game, or if the error unfairly leads to player misuse or overuse for the visitor, he can demand a review by the EC to determine if a replay is necessary. The EC reviews all replay requests and could grant a replay in 2 cases: (1) Without the mistake the visiting team would have had a reasonable chance to win the game, (2) A visiting player was excessively played due to use of the incorrect or computer determined gameplan and this is the final quarter that player is eligible making it difficult to compensate for this in other games. If the EC’s decision cannot be reached in 3 days, then the request is considered to have been refused. If a replay is granted, the home coach has either: three days to play the game or until the game results deadline (whichever is greater). The official quarter end is now 1 day after all game results are due except when a replay is requested and granted. In this case the quarter end can be up to 1 week after game results are due. 10. Overusage Penalties – Proposal to add to the overusage penalties to encourage coaches not to overuse their players. The current overusage penalties will always be applied to all overused players, but additional penalties will be applied. If a team has one player with a minute overusage, one player with a game overusage, or both, only the current penalties will be applied. For any additional overusage (minute or game) a draft pick will be taken away as follows. One additional player will result in the loss of a 4th round pick, two additional a 3rd , 3 additional a 2nd and more than 4 additional a 1st. If a team doesn’t have one of these picks in the next draft, then a future pick one year ahead will be taken away. |
