On newer paint, I'd take a 3M 400-grit sanding sponge to it to rough it up before a final cleaning with the prep. Also, regular masking tape will 'sometimes' allow paint to creep underneath. Pay a couple of dollars and get the green stuff. Note: I am not and never have been a pro painter. My dad did it as a profession for a couple of years and I got some ability through osmosis.
