Here it is.

Make a new folder under c:\program files\matrox video
tools\effects\dve\3d\<What ever u like> and copy  a few 3D-DVE's to it. Run
this utility and choose the file. Now you have the option of changing values
for position, scale, rotation and offset for X,Y and Z axis for the keys in
the KFT. Rotation is in degrees. Offset works +.5 for full screen. Hit the
change button and thats it.

I'hv done this thing even when the premiere is running and I was previewing
the effect by double-clicking the Matrox 3D Transitions. Just change the
values, hit change and hit preview in matrox 3dve window!!!

Try with different KFTs. They have different no. of keys, e.g.; falling
leaves have 3-4 keys.
The earthquake KFTs in special have up to 16 keys!!!!

The utility is little buggy, The arrow buttons to change the key works
reversed, you have to hit left button to increament and right to decrease.

Hope this little discription will help.

I have made a few more, But this utility cant add new keyframes, nor it can
modify timings of existing keyframes. But,  I have made 4 consecutive
transitions for a particular effect. This way I can adjust timing of a
particular part of the transition.

Great little utility, I wonder why matrox has not given this bundled????
