THE ANGELIC KINGS OF THE TWELVE TRIBES

How were the names of the Angelic Kings of the Twelve Tribes derived from the system? 
I can find no reference to this anywhere.

For your question on the Enochian angels link to the 12 tribes here is all that I can offer you right now:

At the writing of this eleventh key I worked with my editor David Godwin over this thorny issue.
One difficulty alone is what zodiacal attribution should be used for the 12 tribes. Turn to page lxxxiv of my introduction to the second volume of the Key of it all-- my Western Mysteries-- to find the Golden Dawn attribution of zodiac sign to the tribes. David verified for me that this is the exact same system as found in Scotch and Blue Masonry. The tribes are usually placed on a cross-resembling and iron cross and 3 tribes are placed at each of the four directions. Dee's own system does not quite correspond to the Masonic directional scheme, though it seems to be a variation. I found no real logic to attributing the 12 tribes to the 91 names of the governors. Nor did the names of the angels seem to be much. I assume that Dee constructed a magic square of 7 by 12 cells and then generated the angelic names on a diagonal line (Something he did a lot in his Enochian magic). This is the same logic that I used in my 13 select Enochian angels for my 13 keys. Sorry that I cannot offer much more help, but I felt that this system was corrupt and needed rectification. Maybe you can clear up this mystery, for so much of the Enochian material must be rectified in order to clearly work (such as the 644 letters of the Watchtower system).
ARRANGING THE TAROT CARDS ON 13 CUBES

If you have 13 cubes, how would you arrange the 78 tarot cards on these cubes?

13 cubes have 78 faces, one for each of the 78 cards:
They can be divided by the zodiac the planets and the elements.
Here is how they would fall:
2 through 10 in the Minor Arcana for Wands, Cups,
Swords and Pentacles total to 36 cards and are the 36 decans of the 12 signs.
These zodiacal cards would fall to 6 cubes (36 faces).
The 12 courts cards of the 4 Knights, 4 Queens, and 4 Kings represent the zodiac
as mutable, cardinal and fixed signs.
They would be on 2 cubes (12 faces)
The 12 Major Arcana that are the zodiac are 4, 5, 6, 7, 8, 9 ,11, 13, 15, 17.
They would be on 2 cubes (12 faces).
The planets would form one cube from the Major Arcana.
The 6 planets (minus Saturn) are 1, 2, 3, 10, 16, and  19.
They would form one cube (6 faces)
The elements would form 2 cubes.
One would be the 3 alchemical elements of air, water, and fire.
They would be the 3 Major Arcana 0, 12, and  20 and the 3 Aces, Ace of Swords,
of Cups, and of Wands  (air, water and fire) (6 faces)
The final cube would be the planet Earth as the Major Arcana card 21
(both earth and Saturn), Ace of Pentacles (earth), and the four Pages
(all of the element earth) (6 faces).
