Cypress College Chapter of the Society of Physics Students

ARTICLE I. NAME

The name of this organization shall be �The Cypress College Chapter of the Society of Physics Students."

 

ARTICLE II. OBJECTIVES

The purpose of this Chapter shall be the advancement and diffusion of knowledge of physics, the encouragement of interest in physics throughout the academic and local communities, and the introduction of students to the professional community.

 

ARTICLE III.  MEMBERSHIP

Membership in this Society of Physics Students Chapter shall be open to enrolled Cypress College students interested in physics maintaining a minimum GPA of 2.0.

 

ARTICLE IV.  OFFICERS

Section 1.  The officers of the Chapter shall be a President, a Vice President, a Secretary, a Treasurer, and a Interclub Counsel (ICC) Representative, succession shall be in accordance with this order.  Any two of the last four offices may be combined. 

Section 2.  Duties

Clause 1.  The President shall set meeting times and locations with the help of the advisor, develop the agendas, and direct the meetings.  The president shall be the representative of SPS to campus groups, outside agencies, and other institutions.

Clause 2.  The Vice-President shall help the President in carrying out his/her duties, and shall take over the President�s duties if he/she is unavailable.

Clause 3.  The Secretary shall furnish all required documents and data to the National Office and keep records of all meetings.

Clause 4.  The Treasurer shall transmit the fees to the National Office and manage the chapter�s account.

Clause 5.  The ICC Representative shall attend all ICC meetings, report the chapter�s activities and announcements to the ICC, and relay the announcements in the ICC meeting to the chapter. 

Section 3. The term of Office for the elected and appointed officers shall be immediately following the election and shall hold office until the final day

Section 4.  In order to maintain office, the officer must have at least 6 units with a minimum GPA of 2.0. 

Section 5.  Officers shall be elected by a majority vote at a scheduled meeting in September of each year.  The election shall be by secret ballot. 

Section 6.  In the event that a vacancy should occur with any elected position, an election shall take place to fill that vacancy.

Section 7.  To recall an officer, a petition signed by thirty percent of the voting members must be submitted to the Advisor. At the subsequent regular meeting of the organization, any voting member may then move to recall the officer. A special meeting shall be held two weeks from the date of the recall motion, at which time a two-thirds (2/3) vote of approval of the motion by the total voting membership of the organization shall constitute recall of the officer.

Section 8.  The Chapter Advisor shall be a faculty member appointed by the Chairman of the Physics Department, after consultation with the Chapter officers.  The Chapter Advisor shall provide liaison among the Chapter, the Physics Department, and the National Office of the Society of Physics Students.  The Chapter Advisor will supply counseling to the Chapter, furnish continuity of experience in Chapter operations, and provide long-range perspective to insure departmental interest in and support of the Society of Physics Students.  The Chapter Advisor shall assist the Secretary in furnishing the National Office with the required data and shall assist the Treasurer in transmitting fees and dues to the National Office.

 

ARTICLE V. MEETINGS

Section 1.  Regular meetings shall be held monthly as determined by the officers.  There shall be at least six meetings per year.

Section 2.  Special meetings may be called by the President or Vice-President with a notice given 24 hours before the meeting. 

ARTICLE VI. QUORUM

Section 1.  The minimum number of members which must be present at a regular meeting in order to transact business legally shall be 2/3.

Section 2.  The minimum number of members which must be present at a special meeting to transact business legally shall be 2/3.

 

ARTICLE VII.  AMENDMENTS

Section 1.  This constitution may be amended by a two thirds vote, provided that the amendment shall have been proposed at least one meeting previous to the time of vote.  Such amendments shall conform to the regulations established by the National Constitution of the Society of Physics Students.

Section 2.  The amendments shall then be submitted to the ICC Council and AS Council, before being incorporated into the constitution.

 

ARTICLE VIII.  ENACTING CLAUSE

The constitution shall become effective upon the approval of the ICC Council and AS Council.

 

ARTICLE IX.  DUES

The dues required by the National Office shall be collected by the Treasurer in addition to Local dues, which will be determined by the officers at the beginning of each semester.

 

ARTICLE X.  PARLIAMENTARY AUTHORITY

The rules contained in the current edition of Robert�s Rules of Order Newly Revised shall govern the Chapter in all cases to which they are applicable and in which they are not inconsistent with this constitution and any special rules of order the Chapter may adopt.
