- Download & install irfanview http://www.irfanview.com/
- Start Irfanview
- Hit "File" --> hit "open" --> select the movie you want to take a preview picture of.
- Stop the movie at the moment you want to take a preview picture of.
- Right click on the on the movie screen --> hit "copy"
- Hit "Edit" --> hit "Paste"
-------------------------------------------------------------------------------------------------
OPTIONAL: Hit "Image" --> hit "Resize/Resample..." (this way you can resize the preview picture).
OPTIONAL: Hit "Image" --> hit "Sharpen" (this way you can sharpen the preview picture).

- Hit "File" --> hit "Save as..."
