1. Introduction Digital television gives different business opportunities than the analog television.
In this "new environment", commercial stations bring up so called informational TV channels. In Los Angeles, big players like NBC4, has Weather plus, attached to it's High Definition programming, known as 4.2. 7ABC, has a radar display info channel for local weather, known as 7.2R. Such information is doubled by different forms of advertising and program self promotion.This article tries to apply the same concept on shifted bases to a Public Television Station. The need for such an enterprise is founded in implementing new and diversified services for the community simultaneous with a increase of revenue from possible sponsorships.
2. Content Description Information can contribute to general entertainment
Considering the Public Television tradition, an info-tainment channel will bring a tremendous contribution to the community services. Based on community announces as the main course and the station itself as the "Chef", gourmand viewers will ingest the basics of local points of interest. The information presented has a unique structure, determined by the technical specifications. In order to limit the transmission bandwidth on the digital channel, a special format is suitable, where static pictures are predominant. Little movement means less data to be transferred. Therefore the viewers' screen will be divided in areas of interest. One major area is defined as the "main". Live video or MPEG files accompanied by sound are filling it. "Other" areas, are located around the "main" and they have different functions, such as displaying underwriters, community events, weather and time. No sound will be associated with this "other" areas. A possible configuration is showed in figure 1.
3. Technical system The equipment involved uses a PC platform with software based on an intuitive Graphical User Interface
Software: For each"area", the GUI has a play list, time oriented. Drag and drop is used to edit events to each play list. The operation is similar with the file transfer in a regular desktop computer. In fact, to the play list we add or delete files, such as video (avi, mpeg), static pictures (jpeg, bmp, gif, tiff) and audio files (vaw, mp3)
Hardware: One Frame containing the operator interface and the TV outputs necessary for one SDI video and two sound channels as one AES output. The SDI out is 4x3 with anamorphic option.

4. Why us ?
The Station has revenues from day one. We take only a small part of revenues to support equipment amortisation and personal infrastructure costs We have the equipment. We have the infrastructure to collect and update data for the system. No headaches for the Station, final product to deliver on air. Full control over the aired materials, no Internet updates
5. Partnership Is available for better funds control.
6. Financial analysis
The business is evaluated for a period of four years. The first six months are considered as the test period. After that, the financial evaluation will be adjusted in the light of the market response. The "out of red" is planned after three years. The initial investment is around $270,000 in equipment and software and an extra $180,000 in manpower over a year. The graph which describes the money flow is presented in figure 2.
