STANDARDS OF CONDUCT

f) Staff will not verbally, spacialy, or physical abuse residents.

Here are some examles of
offences against reidnts in
Toronto hostels

i.e. derogatory tone, accusatory tone, violation of space, comments and treatment of abusive nature, speaking with a raised hand or voice, interruption of rightful fluid speech, deterrence of reports of abuse, lying of abuse in front of th victims, their peers, or others, disruption of requests for primary needs or council, disallowance of explanation of needs, occurances or right actions, punishment of right action, derogatory tone during force of labour or wrongful punishment, abusive tone, volume or nature during a charter violation, forcing a disabled person to labour through injury without access to clean drinking water, violation of privacy, violation of person (pocket), abuse of human rights, breach of confidence, failure of proffetional or proper boundary, non-constructive coments with reference to intelligence, appearance etc. defimation of character, full defemation of character, non-constructive comments entailing abusive sentiment tone reference or inference, failure to admit criminal fault, failure to comply apon notification, failure to curtail criminal activity, repeated abuses and false descriptioon or reference to right action apon or after the commitance of a crime in front of or against a minor, abuse of authority while in the control of a minor, falsification of documents or legalities before a minor, reinforcement of illegalities against a minor, physchological and verbal abuse and threat disabling and crippling a minor from reporting serious crime, abuse of a minor to the extent of forcing a painful silence and fear of the threat of further voilations, subversion, conspiracy to lie of criminal activity, conspiracy causing harm, filing of illegal false or incomplete paperwork, trivialization of crime before or commit against a minor, falsification of documents causing severe trauma, misrepresentation of events, manipulation of conversation by or through illegal use of authority, removal of focus from issue to non-issue or lesser issue causing harm, stating actual offences as an acts of lesser severity before a peer, official, other person, or to a record, falsification of information causing harm to a group, false witness causing harm to a group, denial of crime in a position of responsibility causing loss of foundation, collapse, or resulting in serious harm or death of a minor, mistreatment and victimisation of a minor, force and cohersion used in the forced signing of consent forms to spread false information, criminal neglegence causing the death of a minor.

G) Confidentiality - There must be a signed release. With the exception of where by a legal authority there has been a warrant issued.

Where there is a conflict of interest another councilor must always attend from that point forward.

Authorities are to be informed and not for the blurring of events. Misuse of information or improper collection and collection methods are illegal.

H) It is not necesary to lie or mislead anyone in the course of duty and this is counter policy.

i) Staff have disclosed privately obtained information and discuss case information illegaly within the presence of others. There are presures forced where it is forcibly difficult to obtain privacy, the door is left open and clients are put on the spot for private and delicate information. Forcing answers of inapropriate nature draws attention and imbarasses the residents or worse. When they forcibly cross personal boundaries that require privacy and proffetional skill, these abuses cause the issue or problem to not be taken care of at all, for no one can speak of it any longer.

P) There is a very low standard of respected privacy. Doors are opened without knocking, and there is almost nowhere with any level of privacy that is respected, not in the bathrooms, bedrooms, or washrooms.

Q) Staff carry on loud conversations and there are loud radio's and comunications. The com device is at times ear piercing, obtuse, and intrusive. The staff use it abusively intruding loudly with harsh abusive tones and undertones, victimising the residents in front of their peers in their own home. Derogotory speach is used and it often is used to address the whole house negatively, while individual residents are discriminated against. These abuses of the intercom system are totaly unwarrented.

R)Staff support each other when the staff is physicaly and verbaly abusive, even when they are openly in the wrong.

CONFLICT OF INTEREST

These individuals use information, influence, and illegal resources of the organization for personal benefit, insurance against personal loss, and in the harming of clients.

Staff members employ residents and other staff in illegal ways. -final point

STANDARDS OF ORGANIZATOIN AND ACOUNTABILITY

A) Social Service vs. Charity

As charity differs from entitlement totaly, it was illegal when citizens entitlement was treated as something that the employees were giving as a gift and the residents were made to feel endebted to the saff and "organization". Personal entitlements are never to be used as bargaining power and no person can be endebted, or made to feel guilty, for requesting theirs. The residents were not recieving their entitled basic needs and were made to feel like they were a burden on society for asking that they be met. They were quiet and polite about their forced sufferings, however if they asked for their enitled rights like proper food, they were abused or made to feel guilty.

The residents employ the staff along with the rest of canadian citizens, we all contribute and have an equal say. It is the staff membersw job to work for the residents, and they are not paid to abuse their rights.

B) All employees must abide by Canadian Law,

The Ontario Corporations Act, The Charitable Gifts Act and The Charities Acounting Act.

D) Employees must sit on the board in a non-voting capacity only.

RE: board of directors note: It is an illegal statement to say that nothing changes without the entire staffs agreement where there are conflicts and violations in the open or in any other instance. Ths creates a massive conflict of interest. Teaming such as this is a crime, yet they stated nothing changes ever unless they all agree and that they stick together. Thats what happened when needed changes were suggested and complaints were lodged. This creates a barrier that destroys hope of change in matters of victimization. This has been shown in study to corelate with death. Severe harm is done when these types of crime are commit, young people have no hope of escaping the abuse with the image of a ruling mob of criminals openly stating they will lie and that nothing will change.

There must be a sufficient number of directors with the range of skills required to fill the role of administering these facilities. Tourists can tell there is something wrong just looking from the outside.

E) points up for discussion were closed on what basis? The complainants have not been answered to.

F) Investigate the reason for lack of promised, and required, resources.

G) Investigate program and budget information provided to the Hostel Service Division for illegal billing of false services and improperly listed and explained programs. These programs are actualy a diservice to the residents and are causing harmemediate and lasting harm. They would not continue if properly recorded, described, or filed. Luckily they are and won't, however it has gone on too long. Gross misrepresentation of program activities.

I) Investigate case management and childrens support files for criminal entries. I have witnessed Gross illegal activity and conduct and know it is not entered as it should be for the expediant and full halt of these damaging and illegal activities. The events are covered over entirely or misrepresented. This can lead to serious future complications and there is no excuse for the lack of emediate intervention.

J) Hostel Services Dievision investigators must visit the agency emediately. Service records must be compared to and cross referenced with the actual occuring activity. Agency staff, board, and commitee members must meet with the volunteers and program users.

Confidential questionairs must be distributed so that residents can feel secure enough to offer valid and factual information. The wide areas of concern must be adequately described so people will recognise them. Questions should be asked in a strait forward way like "Were you hurt?" and not, "This is better than before isn't it?" A "Were your dietary needs met?" question should include three meals a day and the daily food requirements for each of them including protien, vitamins, nutrients, carbohydrates, minerals, and fruits and vegetables. All residents have a right to their dietary choice and need. If there was a partial meal and some bread that was rotten, some people wont say because they were late the day before and made to feel guilty even though it was beyond their control so circles and bixes for checking should be provded with examples of how it should have been.

K)The Agency has fallen seriously short in meeting its obligations to administer and follow The Canadian Hostel Standards and Canadian Law.

STANDARDS OF ORGANIZATOIN AND ACCOUNTABILITY

Notes from: The Youth Clinical Services Failure

Youth Clinical Services

A Criticism in Dense Format

Open Boundary & Legal Approach Failure

1. reversal of owness: Abuse of ones person by another is spoken of ascreating the owness of the victim to have to do better. There is placing false blame and false deficiency and subconscious or blatant illegal and wrongfull placing of blame.

Ignorance of underlying issuesis present. Stress is on a want, action, item, or other, then we were lead out of that hopeless imagery to the topic of freedom. ie. "It was a hard road."

This stresses people out. and brings flashbacks of how people were abused and nothing happened afterwards.

The Freedom = responsibility fallacy is inflicted (this brought a volume increase with protests and "Just please leave us alone.")

Parochial idealism
freedom to loss of choice= a positive
or less responsibility to choice= less choice (this with a negative sentiment
"but we have a plus" -This was causing the residents severe emotional pain and stress and was inflicting visable damage.

Responsibility equating suffering and a submission to abuse was spoken of as a positive choice and option. "The right thing to do." "Be quiet."

Re: Equation- Suffer it through and be responsible you won't have to, however, this entails countenance throughout the abuse as equated to a responsibility and acceptance of that abuse as for your own good and for one's safety. This loop of I'll abuse yu and it's for your own good continued.

Violence or any form of abuse is always a negative act. This was only partialy admitted and the definition was disputed. Crimes were spoken of as ok.

<

"WORK WITHIN CONFINE" "This is life, deal with it. Its your job to take care of yourself. If your abused you have to win. It was hard to even listen, especialy with the abuses present in past, those moments, and the future tense was used to speak of things that should have ended that moment.

The presence and pretext was awful.

From there the talk went to removal of blame from the abusers, schooling towards the ethic of the position of responsibility (that failed), and placing the weight and pressure on those youth in need.

"Life in not fair." "That is life." "We make it what we make it." While equalization with its your responcibility, you get no help at all in life, if yu don't do it it's you problem. The prior tones.

Pressure of situation lies with victim. Do it yourself mentality.

2. Mentor- stress on this. No looking into emediate needs. And no mentor offered.

SEPARATE

Eg. Citizen void if not paying into system fallacy.

Children need proper and normal attention now. The parents don't supply this in Canada every citizen has a full right to it. It is there entitlement. It is not payed for by the other citizens of Canada we all have the same entitlement of social services. No person is to feel indebted by another for these services as they are there own entitled right, and all those who receive them are fully entitled to claim them as their own. As Canadians we have the right to those services.

Supports are less than equal to better function so services must be administered properly and are to be full and proper.
