Horizons Administration, I have had reoccurring problems at Horizons with several particular particular staff especially. Voices are repeatedly raised towards others and myself in inapropriate situatons. These staff get upset quickly with normal requests and become abusive, stating in a dorogatory way that "this is a shelter" and "you had better get used to it." This was commonly stated in downward tones and spoken loudly, in severely and dangerously inappropriate situations where high scale emotional damage was being inflicted. The severity of the importance of the requests at hand (requests for food, water, clean facilities such as the rest room, or washing facilities, and other basic necesities as consistent with The Universal Declaration of Human Rights) have been ignored, and other severe emotional abuses and abuses of space and authority categorize these repeat offenders as an extreme danger to society. There were several physical assaults rigt in front of me that were completely wrong and left unchecked and never procesed. There is no way to repay the people that have been forced to live in an environment such as Horizons where they are permenantly scarred by the denial of their Basic Needs while their abusers assert constantly that the crimes are normal and that "Everything is the way it is supposed to be," and that "Nothing is going to change". While abusively demanding respect and forcing total submision with no allowance for questioning these criminal abuses or for proper explanations of the law to be made or given, those that were and are still in the right, could not escape the deep and painful punishments for their correct actions. These severe emotional abuses have been shown to be highly damaging to the human psyche and especialy scarring and detrimental to development of youth [who can easily become borderless, and targets of repeated abuses and manipulations, having no defence against the threatening forces of criminal activity beyond teir control] efeecting vasty their lives and the contributions and personal growth that thay could have made. A starving young person should not be forced to be thankful for improper food or no food at all, nor with substandard facilities, abusive and criminal treatment, or the mishandling of sensitive information contributing to the complete loss of any shelter at all when combined with information that has been falsified or due to that alone. Violent assaults and rape proceed these abuses in many instances, making the system failure and abuse inflicted by those supposed to be responsible for the youth's basic needs as well as other necesary services and needed sevice referals that they mishandle, creating barriers between victimized youth and their medical needs or other. This leads many young people to the street for safety not only in good health but while ill physicaly and emotionaly damaged. There have been worse instances and a great many of them then youth only to be found alone; cold and sick in the dark of winter, violated more wherethey were supposed to recieve help than where they tried to escape. Some do not survive or are seriously and repeatedly violated furthe where conciousness can no longer be sustained on top of when they were awake to try and protect themselves. This is attributable to the offences commit against them that have forced them to flee outwards towards some sort of normalcy however fleeting it may be. With no home one is at least not forced to be thankful for, and owing to, abuse; while forced to submit that they deserve it and that their victimisers are in the right. Often young people who try to retain their rights and explain maters of importance, such as the true legality of a situation regarding Human Rights to staff members, are punished with "token system abuses" (see The Kingston Abuses), manual labor for right action and other threats and fully commited acts. Entire chains of events are often fabricated to falsify files, while innocents are punished through methods that are criminal even if there had there been an improper occurance of their own doing and I repeatedly saw that this was not the case.
When asking to be able to read Government documents and to be able to properly fill them out in a normal fashion and within a normal time period, I was yelled at to "hurry up and just sign" and that "it doesn't matter" what I put in the fields. I was discouraged from properly filling out areas explaining my reasons of need and told to put down other reasons because they "know how it works!" and I was also told "you'll never get anything that way." Also I was told "They'll throw you out, I'll tell them." and much worse. I was very polite but when ever I did not obey without question an improper request the staff became irritated and started to yell or threaten me falsly citing "misbehavior" when I was attempting to assert my rights or explain what they should do in those every day situations that they failing in. I did not approach them this way I just tried to tell them they had to have food and not yell. I offered to make lists of things that were nececary to bring the shelter up to standard and what was not being done and needed to be. I attempted these explanations very kindly, and continued efforts of my own in manual areas I had access, but was thrown aside in favor of very unprofessional, and continued, abuses against my person. The forced subsistance combined with stresses and presures from the staff, along with mismanagement on a broader scale that should never have be present.
I was told in a raised voice that I had to tell them why the police were there, a very serious offence, when I had already told them more than they needed to know because they had forced me to. Forcefully pressing a borderless and victimized person for sensitive information that there is no right to outside of themself is a serious crime. It is catagorised as interferance with police work. They could obviously not handle any personal information properly given that they were requesting this in front of other private citizens as if I had done something wrong. In fact I needed to report a crime and was commended by the Officers that had arrived for my persistence in doing so. That information in the wrong hands could have been seriously detrimental to the safety of defenseless citizens. I have been violently addressed "you better hurry up!" as if I had done something wrong when I was doing dishes diligently, quickly, and properly, actually putting myself through pain due to my injuries while in expectation of this further abuse. It is as if I was expected to do a substandard job in order to keep with an improperly schedualed time framethat was too short to do a proper job. I cleaned entire weekends without being asked, simply because there was so much to do that was never being done, attempting to bring the facility up to proper and legal standards for those it housed. I did this without breaks and completed a few tasks in between such as laundry or paperwork. Work there never stopped for me. There were really just moments to rest in unsatisfactory chairs when I should have been in bed. Extreme infractions such as rotten food with layered dirt, weeks old, existed around the refuse depository where unseeing hands would brush. Door handles were not touchable at times. Certain surfaces were kept clean to a degree and were sometimes well maintained, but others were terribly neglected, making it obvious that a proper checklist, which should be commit to memory, was not in use for Canadian health, safety, or procedural standards. Rotten food was served asthe only option often and residents were too hungry and beat down to complain. I have also cleaned dirty droors, cabinets, walls and cupboards and utencil trays that were caked with old food and dirt or that had sticky things spilt over or through them. Other areas as well did not meet legal standard and there is more, along with many specifics, that I do not detail here. The conditions in the kitchen were unsanitary also and not the sort of thing that happens in a day. I am met with raised voices often at normal requests and during normal activities. There are legal requirements regarding conduct in these matters which are not met by the staff. Using vectoral representation, and translating decibal levels, a question posed at 3 is often answered at 6 which is shouting, 5 being the legal limit as regulated by decibal level. Still speeking politely with a level 3 a am often met with a return of 9 or greater than 10. The advasarial abusive treatmentscontinues upward and are direct attempts at silencing proper requests or questions. Then I am told to "listen up" "smarten up" or "get in line" Sometimes they shout louder when I am trying to get them to slow down, calm down, or just stop when thy have totally lost it and myself or another are in the right. Police and other profetionals have acted out these incidents (without the actual volume of course) as set examples of criminal behavior. Staff act as if I have done something wrong and "had better make it up!" It has still not been made up to me. It bothers me a great deal to see this happen to others and professionals from areeas such as police services that examine these incidents have told me those behaviors and actions are illegal before and after those events even if the incidents are more minor in comparison to those I am speaking of. Of course I already new this as factual but the text book examples are existent to layer against the video of these crimes and incidents. I am met with emediate difficulty when attempting to get food that is supposed to be provided (Vegan), I had been told I could have, and that is required as a dietary need. I am told that I can only have potatoes and, "only the same size serving as the others", less than a third of a meal. "No special treatment." There are severely improper levels of food available on weekends and no provisions available for breakfast at all in many cases. Though there is bread available at times it was often very moldy or rotten along with the food to go with it. Many others besides myself ate the rotten food by times, when just too tired to try and get through the abusive barriers to have anything at all in stead, our stomachs nearly empty after days of abuse and starvation they tried to make us feel thankful for. There were many horrible guilt complexes constructed around food and shelter alone. We were made to feel a burden and blame was placed on us for nothing save blame for all the stresses that could ever be, that we ever asked for food, that they couldn't do their jobs, that the house was dirty, that there were so many of us, that they could lose their job, "so don't say what you've been through," "I have a child and won't be able to feed them. Things like I yell at them sometimes. I'd yell more." They yelled a lot at us for no reason at all. My back was injured a lot because they always pushed me around with "Go there! Go there! Do this! Do that!" There was never hardly a moment to rest. Most of the Staff at Horizons are edgy and have mistreated people in front of me often, in a way the police have demonstrated to me for the pupose of example , to be illegal. Often the Staff try to give me "warnings" when the incidents have been there fault or were certainly none of my own. If my voice was ever slightly raised it was in defense and I was always well within my rights to do that, my actions not comparisable to their failures in procedure or their transgressions and violations of Basic Human Rights. It was a commen occurance to see the staff dealing out warnings and consequnces in incidences where there was no just cause at all such as when people attempted to defend themselves or dispute the staffs improper abuses of authority. These abuses occur regularly and the staff appear comfortable in their transgressions while they state that they are allowed to abuse people and their rights, thinking or pretending that they can get away with it, and continuing to do so. No one is ever legaly in the right to do so, and with the cameras in place as a witness, no one will get away with such crimes if I am aware of them. People are dischareged due to no fault of their own, forced out because they expect the law to be respected in their own environment and their rights understood and not trodden apon. Punishment for proper action or activity is commen and reinforecment, or the ingraining of how they can and will violate youth over and over while no one helps is "Learning the ropes". Constant abuse is commen place and all the while people are listed or treated as "problematic" or "difficult" for wanting their rights and those of others respected in what is supposed to be their own personal space. People state, record, and sign that youth fail to comply with house rules when they only wish not to be transgressed apon; and as I have had the police show me, that is a dangerously serious and highly illegal transgression in any instance, and should always be treated as such, never to be spoken of as having not occured, or lessened to a misunderstanding those offences in themselves. The sufferring and stress caused by these mistreatments continues long after the initial inflictions and the damages continue outside of the house and into many facets of the residents functions and lives and many other people are severely and detrimentaly effected too. These disruptions of proper life patterns have lasting negative effects on the comunity as daily functions are impared. The damages continue to haunt the victims and the destructive influences of falsity follow them for years to come, many who lived through the same torment as children who are well into their adult years are still sufferinng from the damages to their lives that are not spoken for even for the children of today. They havn't gone away. Incidently, I cleaned my room and other areas of the house not up to legal standard of substances such as phlegm and old dirt and food for hours at a time, even entire weekends. Other residents as well as myself were told that that was normal. Of course I new it was wrong but I could not stand to see the living space of those young people not within or even close to proper limits. I thought that some one may catch on and bring the hostel to within normal standards but there was not a day that the law was met and the house functioned within our Canadian norm. Just asking politely for something of need that was supposed to be provided or, or trying to mention something of importance was a difficult task. The youth who lived there would have to prepare for an unecesary backlash if only asking for water. There are a large number of other incidents that I can detail but to sum up quickly for expedient protection of the residents rights at hand and to protect them from further abuse, I will start with the two important areas of Federal Offence that are prominent.
Countless times the staff forced information to the top that was niether true or nor should it have ever been in their hands. It was obvious that this was causing disorder and impeding peoples lives in many different areas especialy peoples chances at getting anything legal acomplished due to the spreading of false information immencely and crippling people from getting hardly any of their needs tended to. I was commended by the officers for my perseverance in reporting the crime I had set out to. These abuses of residents, punishments for their non-compliance with these unfair tyranies and illegal practices, abusive shouts and incidents where guilt was inflicted for personal and improper gain must be stopped. They are illegal and damaging. These abuses and pressures are not only crimes that are quick matters for the courts to handle, but are legal liabilities to the hostel and those responcible for its proper management such as the city authorities I will soon write you of. Important especaily are the kitchen and washroom facilities, the living areas, and the availability of clean food and water. No one should be forced to drink from a washroom tap that is not fit to use. Many were forced into severe starvation due to these infractions by the staff, management, and city officials. Damages extend beyond the hostel to healthcare, police and social services that are needed and would not have been necesary otherwise. They extend into the residents working and private lives adversly effecting many other people while time is lost and damages continue to be inflicted. These losses and damages caused in an area by a program that is supposed to have been placed to aid the comunity are felt in a broad sence by the entire country and in fact, world. They have been proven to be detrimental to society as a whole and the time lost and damages done factor exponentialy at times ranging in severity of harm. This can be calculated for proper retribution and compensation for pain, suffering and other damages. These damages extend into diverse areas while the victims are subverted and transgressed as habbit, while employees set an example of lawlessnes, teaching substandard method and practice in environments as normalsy, inflicting further phsychological damage. This has been shown to be particularly damaging during developement and is harmful regardless to the phshche, as an infliction. The negative repetition of abuses as if these were normal life interactions, surrounding a person and especialy a youth, have been shown to have a scarring and lasting effect on all components of the victims lives and the peoples lives that they are a part of. These people are also victimised by this loss, which can be incredible severe, and is a serious area of criminal infliction of another. This is evident, for instance, in the excessive drain on public services and the more serious crimes that occur as a result of the inflicted pains and pressures crippling people from reporting seriously needed information as well as from completing tasks and other work that they could have performed before. Also of important note is that the future is effected in a serious and negative way as peoples healthy and natural progression is injured in areas such as education, work and other areas of developement. Peoples nerves become so on edge that they cannot perform simple and regular tasks and acts, also they can unfortunately fight with each other in this depleated condition. This loss ireplaceble, the entrophy visible, the damages apparent, these crimes continue where people were supposed to be helping those that need to be sheltered from already painful and unfortunate situations. In their sights is all that they could acheive if only they could be permitted what no one should ever go without, their human rights. It is a crime to ever deny them those and though I thought it could never happen things have grown worse in Toronto than the deprivation of food and water alone, this has gone much further than that. The rampant drugging of already fragile minors has become commen place, with no boundries they are defenceless against unwanted advances and even more prone to attack. These situations occur openly and often, due to the criminal neglegence I have mentioned above and the spread of falsities that are such as well.
