It was true when they said that nothing ever fazed DI Cullen about the job. He knew that some of the people at Sun Hill nick had nicknamed him the 'cardboard cut-out'. His expression rarely betrayed any feeling whilst he was on duty.  This was why DI Cullen's face betrayed no surprise whatsoever when a blue police box materialised in front of him out of nowhere. In fact, the only thought to cross his mind was,
'I didn't think we used those any more.'

Nor was Cullen fazed when a genteel young man in a green velvet frock coat and shoulder length brown hair stepped out of the police box, smiling brightly at him.

"Hello, I believe you were sent to meet me and collect the prisoner?"

"That's right, sir," Cullen replied. "I hope he didn't give you any trouble."

"Not at all. In fact, I am almost sorry to see him go. Interesting company he was."

With that, the strange young man disappeared back inside the police box, while Cullen waited outside. The man appeared a little while later with the prisoner. Cullen looked the offender up and down with some distaste before stepping up to him and reading him his rights. Then, calmly, Cullen slapped his handcuffs onto the plunger arm of the Dalek and led it into the nick.
