1.0 The Organization shall be known as the Carleton University Filipino
Students' Association (CUFSA) and herein after shall be referred to as the
Organization.
Article II
Purpose of the Organization
1.0 The organization shall work towards:
(a) providing a social environment related to activities which promote the
culture and unity of Filipino students at Carleton, the Filipino community
in Canada in general and those from other cultures and ethnicity who wish
to establish unity with the organization,
(b) benefiting its membership as well as the Carleton Community in enhancing
the University experience,
( c) promoting knowledge and study of the historical, social, political
and economic conditions of the Filipino people in and outside the Philippines,
(d) building or linking with existing networks of the Filipino diaspora
around the world on the basis of actively promoting their rights and welfare,
Article III
Structure
1.0 The General Membership shall be the legislative body of the Organization
and shall be composed of all fee-paying members.
2.0 The Executive shall be the Administrative body of the Organization and
shall be composed of elected members from the General Membership.
Article IV
Membership
1.0 There shall be three levels of membership within the organization:
general membership,
associate membership,
honorary membership.
2.0 General membership
shall
be open to all students of Carleton University upon payment of the
annual membership fee of $5.00,
have the right
(i) to speak on all matters pertaining to the organization,
(ii) to have a vote at all general membership meetings,
(iii) to vote in all elections,
(iv) to seek nomination for any executive position,
(v) to partake in any events of the organization,
be duly informed of any and all meetings, events and elections of
the organization.
2.0 Associate membership
shall
be open to anyone wishing to partake in the events of the organization,
not be required to pay the annual membership fee,
shall have the right to
(i) partake in events of the organization,
(ii) speak at general membership meetings of the organization.
3.0 Honorary membership
shall
be granted by the general membership for a duration decided upon
by the general membership,
be granted the same rights as associate members.
4.0 Membership in the
organization shall be valid from Jan 01 to January 15 of the following year.
5.0 In the event that a member of the organization
violates the organizations Constitution or CUSA's Constitution and disciplinary
action is being considered the executive shall report to the Vice-President
in charge of Clubs and Societies of CUSA.
Article V
Executive
1.0 The Executive shall be composed of the following:
President
Vice President
Treasurer
2.0 The president shall:
be the main spokesperson liaison officer for the organization within
and outside Carleton university.
act as chair of all Executive and General Membership meetings,
have the power to form committees of the Organization and appoint
their chairs,
be an ex-officio member of all committees of the Organization,
be responsible for drafting the annual report for the General Membership
and CUSA.
3.0 The Vice-President shall:
act as the president in his or her absence,
automatically take the position of president in the case where the
latter steps down, is impeached or, for whatever reason, can no longer fulfill
his or her role as president,
oversee the functions of all committees,
undertake any tasks delegated by the president.
4.0 The Secretatry-Treasurer shall:
take and keep all records of the minutes of meetings of the Executive
and General Membership,
maintain and keep all records of correspondence of the Organization,
make and distribute copies to Executive and/or General Memberships
of all relevant, materials and documents necessary for Executive and General
Membership meetings,
maintain and keep a record of all revenues and expenditures of the
organization,
draft the annual budget and year-end financial report of the organization,
undertake any tasks delegated by the president.
Article VI
Meetings
1.0 There shall be at least one General Membership meeting held per fall/winter
term.
2.0 General Meetings
shall:
be open to all members of the Organization,
be advertised and General Members shall be given 10 (ten) days notice
of any General Meeting,
be called by the Executive, or
be called by 25 (twenty-five) percent of the General Membership,
Article VII
Elections
1.0 The Executive shall be elected for a term of one year at a General
Meeting held in March.
2.0 Notice to all General
Members of the Organization shall be given 10 (ten) days prior to a General
Meeting being held for the purposes of an election or by-election.
3.0 The election and by-elections shall proceed as follows:
Members may nominate any General Member for any position of the Executive;
Each nomination must be seconded by a General Member of the Organization;
After all nominations have been heard, nominations shall be closed
and speeches shall be heard from all nominees;
Where there is only one nominee for a position that person shall be
acclaimed and deemed elected to that position;
Where there is more than one nominee for a position a secret ballot
shall be taken and the individual that receives the plurality of votes shall
be deemed elected to the position.
4.0 If a position on the Executive becomes vacant during the year a by-election
shall be called to fill the vacancy within one month of the seat becoming
vacant, only the positions of Vice-president and/or Secretary-Treasurer may
be deemed vacant.

Article VIII
Impeachment
br> 1.0 Any Executive Member shall be removed from office
when said member ceases to be a General Member of the Organization;
for a violation of the Organization's Constitution or the CUSA Constitution
and By-laws;
if they are negligent, incompetent, or remiss in the performance of
their duties.
2.0 At least 10 (ten) days notice
of impeachment must be given to the Executive Member in question and the
General Members of the Organization.
3.0 During a motion of impeachment the Executive Member in question shall
be given the opportunity to speak to the motion.
4.0 An Executive position shall be deemed vacant if two-thirds of the General
Members present vote in favour of impeaching the Executive Member in question.
A by-election may then be called.
5.0 In the case where the president is impeached, the Vice-president automatically
takes the position and the position of Vice-president is then deemed vacant.
Article IX
Amendments
1.0 A motion for Constitutional Amendment may be heard if 10 (ten) days
notice has been given to the General Membership of the motion.
2.0 The Constitution shall be amended only upon a two-thirds vote in favour
of all General Members at a General Meeting.
3.0 A Constitutional Amendment shall be in full force and effect immediately
upon the two- thirds vote in favour of the amendment.
Article X
Dissolution of the Organization
1.0 Upon dissolution of the Organization all assets gained through CUSA
shall be returned to CUSA and all other assets shall be distributed, upon
the incumbent Executive Committee's discretion, among Migrante International
affiliated organizations in Canada or Filipino youth associations outside
of Carleton.
