THE IMPLEMENTER BILL
Please be advised of the following new language which has been added to something call the implementer bill being discussed by the Connecticut Senate as I am sending this e mail
 


Sec. 48. Section 20-334d of the general statutes is amended by adding
subsection (do) as follows (Effective from passage):
(NEW) (do) Any plumber who has served an apprenticeship that included at
least seven hundred hours of related classroom instruction shall be exempt
from any continuing education requirement established pursuant to subsection
(c) of this section.
Sec. 49. Section 29-6b of the general statutes is repealed and the following
is substituted in lieu thereof (Effective July 1, 2005):

§ 48 - CONTINUING EDUCATION FOR PLUMBERS
This bill exempts plumbers who have served apprenticeships that included at
least 700 hours of related classroom instruction from continuing education
requirements. By law, the Department of Consumer Protection commissioner
must adopt regulations to establish requirements for accredited continuing
professional education for plumbers. They require plumbers to take at least
three and as much as nine hours of continuing education per year, depending
on the type of license the plumber holds.
EFFECTIVE DATE: Upon passage

 

This language goes directly against SB 1255 and believe it or not, no one knows who or why it has superseded the hard work of the General Law Committee and unanimous vote of the Connecticut State Senate. 
 
Personally, I suspect Jim Amann is responsible but don't know for sure because as I previously stated, no one knows who added the language to the implementer bill.
 
It appears the above is going to pass-Please let me know how it will affect you- This was a back room political deal. 
 
Senator Thomas A. Colapietro (The General Law Committee Chairman) proposed and amendment which would have rectified the issue (which by the way would have been fair and equitable to all).
His own people screwed him by not backing him.  A special thanks to Senator Colapietro who fought for the right thing.  I'll report more in the next couple of days.  Many members of the Senate voiced concern at how this mysterious language was slipped in with no consideration given to the real facts of the Continuing Education Issue. 
 
The outcome of this issue is not fair to many of you. I'm outraged and disappointed that Plumbers throughout Connecticut  were shortchanged by as system that smells like a sewer.
