To: Mr. Edwin Rodriguez,                                                March 2, 2005

It was brought to my attention that there was a meeting today in Hartford regarding the continuing education for CT. Plumbers.  In attendance were representatives from the PHCC, the IEC and CHCC which represent only a small fraction of the 8,000 plumbers in this state.

From a concerned CT Plumbing and Heating license holder.

Answer from Commisioner Rodriquez,

This is to acknowledge your email letter and to confirm my meeting with various groups of the trades associations mentioned in your email.  As Commissioner I have a responsibility to meet with the various groups of industries that this agency regulates.  This includes the 180 types of categories that have jurisdiction for.

The Agency does support the concept of Continuing Education as a matter of public policy.  Division of Occupational and Professional Licensing is to protect the public health, safety, and welfare of Connecticut citizens from hazards and unsafe or unscrupulous practitioners by assuring that only qualified, competent persons are licensed in the occupational trades and in several professional licensing categories. Licensing is also a formal and legal means of defining a professional; it provides a way to include in practice persons who meet predetermined standards necessary for protecting the public.

In addition to Plumbers the Law also requires Continuing Education on 7 other Trades and Professional license holders under Consumer Protection’s jurisdiction
