Governor Rowland Proposes Cuts to Education and Other Services for Children
  
The proposed budget rewrites the educational cost sharing (ECS) grant formula reducing state aid for schools by $103 million.  At the same time it reduces municipal aid by 53 million on top of the mid year cuts made in the current year.. 
  The combined effect will be less money for schools at the very same time that the federal "No Child Left Behind Law" puts new burdens on local school districts.
   Additionally the Governor's budget also freezes Husky enrollment for uninsured children and eliminates health insurance for 23,000 working poor parents. 
  24,700 general assistance reciepients (the most down and out in our society) loose health coverage and their small subsity.  Mental health services for troubled youth also see cuts.
   One the revenue side the budget, the Governor  continues the theme of protecting the super wealthy with a continued  reliance on various regressive taxes rather than a tax on  Millionaires  who can most easily afford it.
