The world that Dark Angel takes place in is the Lands of the Four Winds. Perhaps this outtake from Issue 1 of Kyo YELLING at Dark (after they end up in Toi and he's not worried) better depicts the land's layout and the situation surrounding the lands:
Nanban is the land where the story starts; this is the land the Phantom Saint of the Red Phoenix watches over. Toi is the land of the Blue Dragon, the Phantom Saint of the Blue Dragon's territory. Seijyu is the land that the Phantom Saint of the White Tiger watches. And Hokuteki is the land of the fourth Phantom Saint, of whom we don't know much about by the 11th issue. His name is En, and that's about all I know. v_v Oukoku is the central land. I believe Rai Han is its ruler. As soon as I know more, I'll tell you.
