This is a Trash Collecting Hitchhiker. Along with a stamp and logbook, there is a small trash bag included in the container. When you take the hitchiker, remove the bag and collect any trash you find along the trail and dispose of it properly. Reload the canister with a fresh bag before placing it in another letterbox so the next finder can do the same.
