I N T R O D U C T A R Y . I N F O R M A T I O N- The merciless, scheming, and secretive world of underground politics and power that is the Los Delos Humanity Order, or L.D.H.O, is the heart of Los Delos City. All humans are tied to it in some form or another, as are vampyres and their origin. Specializing in espionage, murder, and political alliances all for the greater good of mankind.

B A C K G R O U N D . I N F O R M A T I O N- The organization was established shortly after the crash of technology and the fourth world war and started as a small, radicalist political party with communist attitudes of racial superiority of humans over the quickly growing vampyre populace. They resented human involvement in space exploration and focused their agendas heavily on the vampyre catastrophe. As democracy lost support with failing governments, the L.D.H.O. slowly won popularity, largely due to secret financial backings from Skylark Inc., a monster genetics company that had somehow avoided destruction as economies fell. The Order eventually crushed all opposing groups until it held control of the sprinkling communities of what was once western North America.
In an effort to pull together the remnants of humanity, they created Los Delos City, a vast metropolis and "haven" for all humans, occasionally referred to as simply "the City." Their policies blamed everyone but themselves for the devastation of the world, eventually outlawing genetics experiments whose technology had become so poor regardless that it was no longer safe for widespread use. It developed a strict but short bill of rights, that would serve as the guidelines for citizenship in the City. The people wanted more freedom and the L.D.H.O. delivered it without regard for the consequences. Citizens would live by these rules, called uncreatively the Seven Commandments:
To avoid all forms of genetics and agree to report any such activity, to respect the authority and wishes of the Order, to abide by the activities of the Delos Patrol, to give up all privacy and allow oneself to be monitored full time by the Order, to report any group(s) plotting against the Order, to give up rights to all industry to be owned and run by the Order, and to agree that once one became a citizen of the City, they could never leave.
After accepting these conditions one gained the right to carry arms without restriction, worship freely, etc., etc. Tradeoffs of such freedom are the rampant crime rate and poor legal support since the right of due process was done away with. All citizens are registered at birth into the L.D.H.O. Citizen Undernet Database, implanted with a Citizen Protocol Identification Number chip at the base of the skull, forever tracked and monitored by the Delos government. The Order actually has little to do with lawmaking, and is made up of several loosely organized groups in various fields around the City.

A G E N D A- To prevent war and ensure that humanity remains the superior race on Earth. Publicly vampyre life is viewed with extreme prejudice, despite the fact that many of the urban "Crestfallen" league of vampyres are very much like their human kin. Since the advent of vampyres--which of course, was actually the result of illegal Skylark funded genetic experimentation and linked military space exploration--they have found a new species to lay blame for their problems. With a new crusade to wipe out yet another species threatening society, they commissioned the building of a perimeter wall around the City and set up groups to capture and execute renegade vampyres inside the city. Though publicly against the vampyres, rumors of secret alliances with the Sangiu'matii are floating around.

S U P P L E M E N T A R Y . I N F O R M A T I O N- Locations of importance almost solely focused in the newer Upper City section of Los Delos. There the L.D.H.O. Building and Gabri Towers are centers of communication and networking to the north. Pan South Labs and DECA are also major science research facilities, linked eternally with Skylark and its funding nestled to the south of the Upper City. The Delos Patrol Square is a series of campuses in the east where future Patrol soldiers are trained.

M E M B E R S H I P & H I E R A R C H Y- The L.D.H.O. is run by a few obscure names who do the choosing of who gets in and who doesn't. Top personnel are recruited from University in the fall and summer to fill openings, but only the best get in and those must be referred. Without friends in high places or top scores, it's next to impossible to get into. Its member base is also composed almost entirely of citizens of the Aristocracy, leaving the virtually non-existent middle class and the despairing lower class largely non-represented.
