B A C K G R O U N D . I N F O R M A T I O N- The New Children Project was, as one government military official put it charmingly, "An inconsistency of the adherence of government ethical policy." Or in other words, a blaring violation of the human soul. Honorable military soldiers were blatantly tricked into mass physical alteration reminiscent of the nauseating Cyborg era of genetics, the very cores of their personalities violently mutilated, far more so than their bodies, never to be the same again. And the military's public relations project called it "an inconsistency of ethical policy." Typical media jargon.
For long the public was lead to believe that the only remaining New Children were the original leftovers. But they were lead to believe wrong. In truth the lifespan of a New Child can be calculated down to the minute, to exactly 30 years after alteration and not a day more. And yet New Children still exist, if even in small numbers. Seems the project, now taken up in secret by an unknown genetics organization, continues within the City. The following generations of New Children likewise continue to serve as they have since the City's creation, forming a sort of extra policing force, charged primarily with guard duty among much of the City's high risk industry compounds, jobs deemed either too dangerous or too confidential for average members of the Delos Patrol to bother with. Officially New Children are assumed to seek out and destroy the vampyre population of the City, yet this is entirely false. In truth, no organization seeks out the urban vampyres other than the Sangiu'matii itself.
For long it has been the commonly accepted notion that New Children as a species on the whole were not capable of maintaining a high degree of intelligent thought, instead best suited for more physically intensive duties. Thusly, the mistake was made to allow New Children to guard establishments of deep secrecy, guarding the structures and compounds of the City's corporate giants containing some of its darkest and most frightening secrets. Genetic secrets.
And it seems, New Children are in fact capable of intellectual thought. Capable even of giving off the appearance of idiocy while maintaining normal levels, even abnormally high levels of reasoning and creative abilities. And somewhere along the line certain secrets reached Children that should not have. And Circle Star was born.

A G E N D A- Circle Star meets in secret and in code, relaying some of the most precious secrets of the City and its resulting organizations though the Undernets of Delos City's intranet systems, their focus namely word of continuing genetics experimentation kept veiled from the public's eyes. Only a select few outside the New Children of Circle Star know what secrets its members have uncovered, and fewer still are privy to its intentions.

M E M B E R S H I P & H I E R A C H Y- Largely unknown, seeing as how a precious handful outside the actual organization know even of its existence, though it can be easily speculated that of the few hundred New Children in existence today, each is a tied to the organization in one fashion or another, consciously or otherwise.
