  Costa Rica is really a great place to live.  I have given considerable thought about moving on to another place, but  can not find one with all the benefits of Costa Rica. Keep in mind, every country has some undesirable quirks.  Consider the following while visiting and investing in Costa Rica:

  -   The whole country is growing and developing faster each month.  Guanacaste is the fastest growing. It is very popular for the retirement population from all over the world and now the younger executives and professionals are buying second homes.  Growth is faster than infraestructures, so be patient with your  expectations.
  -   Many areas are not yet developed. (meaning no services or roads).
  -  A lot of land was planted in wood trees for the wood industry and may have restrictions..
  -  It can be a very costly venture for the un-informed.  There are some users and abusers out there.
  -  Real Estate prices are based on what the market will bear and circumstances change, so-negotiate.
  -  Building regulations are changing to keep pace with all the development.  There are developments under closure or investigation due to violations in existing regulations, ask around, go to the Municipal office and ask if the project is approved and not under question.  If you are buying land, check with the Municipal office if you want to develop it, make sure there are no restrictions.
Do not assume your realtor or seller has any idea about regulations and or restrictions.
  -  Contract someone to help you if you don't speak Spanish, or can't come down and look.
  -  If you choose to use a realtor, use one from the same geographic Area you wish to buy. 
Realtors hold no legal responsibilities and can only put buyers and sellers together. Realtors are not regulated or licensed by the government, you still have to pay an attorney for title searches, to make a legal binding offer, to document a purchase, register a purchase and transfer title on your purchase.
   -  If buying a Condo or home (to be built) make sure your purchase contract includes a
OUT or PENALTY CLAUSE in event the unit is not completed on time, or built to specs as promised - use an attorney..
   -  This is the tropics.  If you don't like the heat, stay around the central mountain ranges;  If you prefer humidity try Golfito or Limon;  and if you prefer dry, then Guanacaste is for you.
  -  People are friendly but remember you are coming to a foreign country - not an extension of the one you are leaving.  A little Spanish (no matter how bad, you may feel it is) will open more doors.
  -  Water is safe to drink in almost every city or village, however, intruduce it slowly into your diet.
  -  Crime is relatively low, but don't be naive.  Leave your jewelry and money roll at home.  Use the hotel safe and lock your car. 
Do not leave valuables in the car.  Keep your passport in the hotel safe and carry a copy.
  -  Rent a 4 x 4 auto to get around.   The country is still rural and May-Nov is rainy season.
  -  Things can be as simple or complicated as you make it.   Pinching pennies can cost more in the end.
  -  Once you own your land and home - you can live very well on a pension.
  -  You need residency or a local corporation to open bank accounts, telephone and electric services.
  -  Part-time or full-time help is available and reasonable for Gardening, Maintenance or Domestic services.
  -  There are mini-communities of all nations living in most areas of the country.
  -  Luxury taxes are high, but property taxes are low.
  -  You need a good, honest Attorney to do just about everything.  
  -  Medical Care is very good.  The social system has long lines but good for emergencies or surguries,  you still need a private Doctor.    Doctors make house calls.
  -  Get out there and look around.  Use the bus system (very good), rent a car or hire a guide.  Look at different regions/provinces, check out services available, roads, utilities, note the weather, vegetation, schools, medical services, supermarkets, etc.  Once you find an area you like best, talk to locals and ask  about the area, weather, services, etc.  After that experience, you are ready to buy.
   * Again I say - Find someone who speaks your language, one you feel comfortable with, contract him/her to help you.  Saves time and money and you profit from their experience.    "Free" service and advise will cost you valuable time and money.

Addendum:  If you are looking at Nicaragua or Panama - prices have jumped up matching Costa Rica in the last year.  Panama City is more like the US and I found it more humid and hotter than Costa Rica.  Nicaragua suffers extreme poverty, low services, AND has not returned expropiated properties to the original owners - be sure to verify land titles prior to 1980.
