Liber 17 has never been published and it is uncertain if it has in fact survived. There is a small book in the S.P.R.T. Archives called "The Book of Holy Kisses" (of uncertain authenticity) that may be a draft for Liber 17. This is of course just speculation. This book is not available for publication or distribution.
