| AUCTION DRAFT PROCEDURE: � The Couch Potato draft is an auction format. Each team has an equal opportunity to draft the players that its owner wants. The salary cap is $130 per team (active roster), and each team owner may spend up to $100 at the draft for its team (which counts against that team's salary cap). After drawing for team position immediately prior to the draft, each team owner, in order, will open the bidding on any player -- highest bid gets that player, then on to the next team owner, and so on. No team can spend more than the $100 draft cap at the auction; provided that teams are not required to spend the entire $100 at the draft. The amount paid in the previous season's auction for a team's keeper player, if any, counts against that team's cap in the current season's auction. Each team MUST draft 13 players (no more, no less), and MUST be able to start an 8 player team each week, so bid wisely. |

| PENALTIES / APPEALS: Except as provided above: � The penalty for failure to turn in lineup in Weeks 1-9 is -5 points that week and start previous week's lineup. � The penalty for failure to turn in lineup in Weeks 10-14: (i) -5 points that week, (ii) Commissioner selects starting lineup (which lineup shall be made up of the best viable lineup, based on players' average weekly scoring over the immediately preceding three (3) weeks; provided that no player will be started whose current injury status is questionable or worse), and (iii) -$1 in the next season's draft auction salary cap (pay attention, this is big time). � Either (i) playing a player/defense on a bye, or (ii) not starting a player/defense in any of the 8 required starting positions = minus 3 points per player (applies to any player on a bye week if your team must start the previous week's lineup -- see above). � Limitation for scoring appeals to the Commissioners = 2 weeks from last game date. Unanimous Commissioner decision required to overturn disputed scoring. � TANKING PENALTY. Teams determined by a unanimous vote of the Trade Committee (not including the owner of the team in question) to have tanked (i.e., submitted an objectively poor lineup to secure a Toilet Bowl spot or otherwise, when other players are available to start) will be subject to a <$2> draft auction penalty in the following season. For teams that are determined to have "tanked," the Commissioners will select the best viable lineup, based on players' average weekly scoring over the immediately preceding three (3) weeks; provided that no player will be started whose current injury status is questionable or worse. |
| INJURED RESERVE -- AN OPEN LETTER TO A TATER ROOKIE: � Come here son, and listen up....IR can be used for any purpose you choose. It simply puts a player (up to 3 per year) "on the shelf" -- IR players are not on your required "active" roster of 13. You can use IR, for example, to hold onto a player who is out for a few weeks, in order to pick up a replacement. You can also use IR to stockpile backups if you are concerned about future injury to your current feeble lineup. Also, before you can reactivate a player off of IR, you must have (i) room on your active roster (i.e., you must trade or cut a player leaving fewer than 13 on your roster before re-activating an IR player), and (ii) sufficient transaction funds deposited. Of course, IR always costs a $5 transaction fee BOTH "on" and "off" -- therefore, placing a player on IR and picking up another costs the IR transaction fee plus the free agent bid amount (simply cutting and picking up a free agent is $5 cheaper). Strategy, my son. I/R moves are permitted in the postseason at a cost of $10. A team will be allowed one such move if they used all three of their allotment of I/R moves during the regular season. If they did not use their full allotment of I/R moves during the regular season, the team will be allowed to carry over those unused I/R moves to the postseason, plus be given the additional I/R move to make if so desired. Please remember that a keeper must be on the active roster (not the I/R roster) at the deadline for making such designation. |
| KEEPER PLAYER (optional): � Your keeper must be designated no later than the week 14 lineup deadline, and cannot be same player you kept for this season. Keeper MUST be a player you drafted this year who is on your active roster (i.e., not on I/R) at week 14, and may not have been cut and reacquired during the season. Whatever price you paid for them this year will be deducted from your auction salary cap next season. Designating a keeper costs a $5 transaction fee. |
| ALL-STAR GAME (Week 17): � Any team may participate as long as the $35 fee has been paid at the auction. Each participating team submits a lineup (1 QB, 2 RBs, 3 WRs, 1 K & 1 D) from the entire NFL pool of players. Payouts: 1st Place -- 50%, 2nd Place -- 30%, 3rd Place -- 20% of All-Star pot. Note: Choose wisely -- in the event of a tie, the players designated on each team's All-Star roster will be scored head-to-head, in the order submitted, as a tie-breaker. |
| WEEKLY LINEUP & TRANSACTION SUBMISSION: � Lineups will be submitted by each owner, on-line, via the main league website (http://www10.myfantasyleague.com/2009/home/21741), no later than kickoff of the first Sunday game each week. To do so, select �For Owners� from the menu bar, and click on �Submit Lineup.� If there are games kicking off prior to Sunday, you may play any players from those games by submitting your lineup prior to the kickoff of the game in which your player is playing. You will have until the kickoff of the first Sunday game to make changes to your lineup for any players who have not yet played that week. Obviously, you will not be able to play (if you did not originally do so) or bench (if you originally started) any player who has already played in a game that week. Once any early game has started, you will be prohibited from altering the status of any player in your lineup who is playing in that game. � All transactions (trades, free agent pick-ups, on/off IR) must be turned in via the website or e-mailed to Brent Karren ([email protected]) by 7:00 p.m. Dallas, TX time on Saturday, OR by 11:00 p.m. on the day before the 1st game only if early games are played. In the event of a computer problem, you may call Brent directly at (214) 893-0095 with your lineup prior to the deadline. If you have a question or concern, please call Brent to verify receipt of your lineup. � The 2009 Trade Approval Committee is made up of the Commissioner and one other team owner from each division (2009: Sureck, Efseroff and Brad Roth). A majority vote is necessary to disallow a trade. Any team owners involved in the trade are ineligible to vote. � An attempted lineup / transaction submission, made by a team owner before the applicable deadline, which is not delivered (due to an unknown technical malfunction) before the applicable deadline, will be considered a timely submission only if the team owner contacts the Commissioner with evidence of the submission attempt, the unknown malfunction and the submitted lineup prior to the commencement of any games. This is not an exception to the stated deadlines (it merely further defines "timely" submission), and is created to avoid unfair penalties in the event of malfunctions out of the control of an owner, and should not be used by owners to extend the deadline absent a legitimate technical failure which is supported by evidence satisfactory to the Commissioner. Folks, it's called the honor system,... honor it or burn in hell. The Commissioner has the sole discretion to consider any exceptions to the stated rules respecting lineup / transaction submission in the event of extraordinary circumstances (which circumstances, in order to operate as a possible exception to these rules, are likely too severe for any owner experiencing them to care much about fantasy football). � Lineups will be reflected on the League website as they are submitted by each owner. If any team owner has a concern, or notes a discrepancy, it is incumbent upon such owner to contact the Commissioner as soon as possible. In such event, the Commissioner will make reasonable efforts to resolve any discrepancies and notify affected team owners prior to the commencement of that week's games, if possible. |
| PLAYOFF PROCEDURES: � Playoffs are held in Weeks 15 and 16. The 4 playoff teams are made up of the 3 division winners and a wildcard team. Tie Breakers for determining division winners, wildcard teams and playoff seedings / winners are (i) overall record, (ii) total points, (iii) division record, (iv) head to head, and (v) points scored in Weeks 12-14. The First Round (Week 15) pairs #1 vs. #4, and #2 vs. #3. The Championship Game and the Third Place Game are played in Week 16. The Toilet Bowl is also played in Week 16, between the teams with the 2 worst records (low total score tie breaker) in the league. |
| TRANSACTIONS AND FEES: � Weekly Free Agent Auction: In the CP spirit of affording each team the opportunity to obtain any player (the driving motivation behind our League's auction format), free agency will now be handled via a sealed (non-published), single-bid auction format. Each week, each free agent will be available to any team for a bid amount of no less than $3 and no more than $15 (in dollar increments only -- all bids of other than even-dollar amounts will be rounded to the nearest dollar), subject to the limitations set forth herein. Free Agent bids below the $3 minimum or above the $15 maximum will be automatically considered a minimum $3 or maximum $15 bid, respectively. Each team owner may make only one bid per free agent per week (however there is no limit, other than the salary cap and I/R or roster limits, to the number of transactions or alternate payers a team may request), which bid (and all other transactions, trades and I/R moves) must be submitted via the website or by email to Brent Karren no later than 7:00 p.m. Dallas, TX time on Saturday, OR by 11:00 pm on the day before the 1st game, only if early games are played. As always, a team owner submitting multiple requested free agent transactions should clearly identify the priority of its selections, or risk having the transaction denied by the Commissioner. It is recommended that when bidding on a free agent, turn in at least 3 other alternate choices (each with a corresponding bid amount), in the order of preference. Free agent transaction requests submitted without a corresponding bid will be deemed to have been submitted as a $3 minimum bid. Please note that the order in which you turn in multiple requested transactions is not relevant to the acquisition of free agents -- the highest bid (even in your fourth requested transaction of the week) will always win the free agent. � Limitations; Salary Cap: No team owner may pick up more than two $15 free agents in any season, and any $15 bid made after such two maximum bids have been used will be deemed a $14 bid. All free agent pickups (as well as players acquired by trade, based on value paid at auction or in free agency) count against the acquiring team's $130 salary cap as long as such players remain on such team's active roster. Current active player salary information will be posted on the League website. � Tie-Breakers: If more than one team owner has the high bid for a particular free agent, the priority for free agent pick-ups will be based on the then-current standings. Worst record gets 1st priority (2nd tie-break is low total pts.) per pick-up. In Week 1, tie-breaker priority is based on Team #. � Transaction / Trade Deadlines: No trades are permitted after Week 12 of the season and no free agent transactions will be permitted after Week 14. I/R moves, limited as discussed below, will be permitted after Week 14 for a fee of $10. � Transactions may not result in an active team roster falling below or rising above 13 players. Transactions are subject to Commissioner approval, and may be denied in the sole discretion of the Commissioner if they are deemed unfair, unethical, or contrary to the best interest of the League. � No Pay, No Play: You MUST have $$ on account by the lineup submission deadline to transact (accrued high points award money may be used for transaction and trade fees). Current weekly kitty balances will be posted on the League website. All excess and unused deposited transaction fees will be refunded to the depositing team owner at the end of the season, unless applied against other costs (i.e., All-Star Fees) at the depositing team owner's election. | SCREWY MONDAY NIGHT PLAY -- TURNOVER SCORING (10/5/03): Facts: The Tampa offense was on the field, and Brad Johnson threw an INT to Doss, who ran 15 yards before fumbling the ball to Keenan McCardell, who scored on a 57 yard return. Since possession changed following the INT, McCardell was a Tampa defender, and his fumble recovery and TD are defensive scores for Tampa and the Bluzzers. The rule, arising from a 1992 San Francisco v. Arizona game, is commonly called the "Sherrard Rule": After any turnover, all players immediately become DEFENSIVE players and remain on defense. Any score which results during the play is considered a DEFENSE/SPECIAL TEAMS score. EXCEPTION: If the same player who originally had the ball at the time of the turnover regains possession and scores, the score is awarded to the player. This is how the NFL treats the situation statistically. While I realize that this is an unusual situation, because the NFL tracks the stats in this way, we will score our league this way. To score plays contrary to the NFL stats (for example, in this case, to award an offensive TD to McCardell), would require that enough of us actually see the play at issue (and agree on the facts) to go against the official stats. |
| CONSOLATION TOURNAMENT: � Played in Weeks 15 and 16 between the 6 non-playoff & non-Toilet Bowl teams. Each participating team submits a lineup from its active roster to start in each of weeks 15 and 16, due at the same time as other playoff lineups are due. The tournament winner will be excess of the highest point total scored by a team in weeks 15 and 16 (combined and divided by 2), over that team's per game regular season scoring average (which will be computed by excluding the team�s 3 highest and 3 lowest scores). |
| NFL PLAYOFFS TOURNAMENT: � Each participating team must pay the $35 entrance fee and designate an 8 player starting roster prior to the beginning of the NFL Playoffs, chosen from the NFL Playoff teams. Each participating team may only select one player per NFL team, and must select posiitons to fill out our league's typical starting lineup. Each team's starting roster is the same during each week of the NFL playoffs (no bench or substitutions / free agency is permitted). The winning team will have the highest score following the Super Bowl. Of course, if your player is on a team that loses in the playoffs, that player stops scoring. Note: Choose wisely -- in the event of a tie, the players designated on each team's All-Star roster will be scored head-to-head, in the order submitted, as a tie-breaker. The second tie-breaker will be the total points scored in the Super Bowl. |
| INJURED RESERVE -- ADDENDUM. THE "MARGOLIS RULE": Because our league is so darn flexible, teams are permitted to pick up a player on waivers and immediately place him on Injured Reserve, without first cutting a player on its current roster. |
